CALL FOR BIDS FOR THE RENOVATION OF OFFICE BUILDING AND CONSTRUCTION OF ONE-STOP INVESTMENT CENTRE AT OYO STATE INVESTMENT & PUBLIC PRIVATE PARTNERSHIPS AGENCY, IBADAN

1. BACKGROUND
Oyo state government is renovating the office building for Oyo State Investment & public private partnerships agency (OYSIPA) at NO 11, Bale Oyewole Road, Jericho GRA, Ibadan. A new One-Stop Investment Centre is also proposed to be constructed within the premises to offer investment facilities support that brings investor-facing government agencies to one location, to ease the burden of approval formalities.

The new One-Stop Investment Centre will offer, amongst others, investment facilities services, support for the reduction of time required to process regulatory approvals/permits and provision of timely investment-related information, among others.

The contract will be implemented in two lots as follows:

Oyo state government now invites sealed bids from eligible and qualified contractors for the above contracts as detailed in the bidding document.

Bidding will be conducted through Open Competitive Tendering Procedure as specified in the Oyo State Public Procurement Guidelines for Works and is open to all bidders as defined in the guidelines.

2. SCOPE OF WORK:
The scope of the renovation/construction works is specified in the bidding documents.

3. MINIMUM TECHNICAL REQUIREMENTS FOR QUALIFICATION:
Interested companies/consortia must be able to clearly demonstrate technical capacity and experience in the construction of multi-use public facilities.
The applicant shall have, over the past five (5) financial years preceding the deadline for the submission of application:
a. Evidence of track record in the construction industry within the past five (5) years, with an aggregate portfolio value in excess of One Billion Naira (N1,000,000,000:00) with verifiable letters of contract award and certificates of job completion:
b. Undertaken a leading role in the construction, development, redevelopment, operations and management of at least three (3) similar public facilities in Nigeria;
c. Participated in the development and financing of at least one (1) public facility in Nigeria, for which the applicant ( or members of the Consortium) played a significant role such as promoter, main contractor or core investor and so on;
d. Possess a total asset base of two hundred million naira only (N200, 000,000:00).
In the case of a Consortium, the combined technical capacity of the members should satisfy the above conditions of eligibility. In case the Applicant is not a consortium, it shall be eligible only if it has equivalent experience of its own.

4. DOCUMENTATION REQUIREMENTS:
The required documents to be submitted with the application to assess eligibility include:
a. Evidence of company registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and article of association.
b. Company income tax clearance certificate for the last three (3) years 2021,2022 & 2023
c. Copies of VAT Registration with TIN number and evidence of VAT remittances for the last 3 years 2021, 2022 & 2023
d. Oyo State Board of Internal Revenue (BIR) Current Personal Income Tax clearance certificate of Two (2) Directors of the Company for the last three (3) consecutive years 2021,2022 & 2023;
e. Current Certificate of registration with Oyo State Bureau of Public Procurement (BPP) in the appropriate work category;
f. Evidence of registration of business premises with the Ministry of Trade and Investment, Oyo State for the current year;
g. Evidence of payment of Oyo State Government development levy for two directors of the company
h. Audited financial statements of the company for the last three (3) years
i. Company’s audited accounts for the last three year (2021-2023)
j. Detailed company profile and organizational structure including names and telephone numbers of key personnel (technical/managerial).
k. Evidence of financial capability. (reference letter from reputable bank)
l. Sworn affidavit disclosing

• whether or not any officer of the relevant committees of the procuring entity or the Bureau of Public Procurement is a former of present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars;
• That no director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
• That the company is not in receivership, the subject of any form of insolvency of bankruptcy proceedings or the subject of any form of winding up petition or proceedings.

m. Letter of content to allow for verification of all documents submitted
n. Evidence of receipt for bid documents

5. SUBMISSION OF BIDS:
1. Interested applicants are to pick up bidding documents/application package at:

2. Application packages are obtainable for each lot upon the presentation of the proof of payment of an application fee of two hundred and fifty thousand naira only (N250,000) into the following account

3. The application window is open between 12:00 noon Wednesday 28th August – 11th September 2024
4. The response should include one (1) original and four (4) other copies to be delivered and marked in sealed envelope(s) clearly marked “BID FOR RENOVATION OF OYSIPA BUILDING AT JERICHO GRA IBADAN (LOT 1) OR “ BID FOR THE CONSTRUCTION OF ONE STOP INVESTMENT CENTRE AT JERICHO GRA IBADAN (LOT 2) and to be delivered to the address below not later than 12:00 noon (GMT +1) on Wednesday 11th September 2024:
