INVITATION TO TENDER (ITT)/PREQUALIFICATION FOR THE EXECUTION OF 2024 CAPITAL PROJECTS

1.0 INTRODUCTION
1.1 The National Bureau of Statistics (NBS) is Nigeria’s main apex Agency responsible for the development and management of official statistics and in pursuance of its mandate according to the Procurement Act 2007, is desirous to utilize the year 2024 appropriation for the procurement of Goods and Works
1.2 The NBS invites interested, competent, and reputable Contractors/Suppliers to bid for the following goods and works.

2.0 SCOPE OF WORKS/SUPPLIES

3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC, and CAC,, or CAC,
b. Evidence of the Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31″ December 2024 c. Evidence of Pension Clearance Certificate valid till 31 December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December 2024. (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above)
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December 2024. f. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP
g. Sworn Affidavit:

• disclosing whether any officer of the relevant committees of the National Bureau of Statistics or the Bureau of Public Procurement is a former or present Director, shareholder, or has any financial interest in the bidder and confirm that all information presented in its bid is true and correct in all particulars.
• that the Company does not have any director who has been convicted in any Country for any criminal offense relating to fraud, financial impropriety, criminal misrepresentation, or falsification of facts relating to any matter.
• that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings, or the subject form of winding up petition or proceedings.

h. Company’s Audited Accounts for the last three (3) years-2021, 2022, 2023.
i. Reference Letter from a reputable commercial bank in Nigeria, indicating a willingness to provide credit facility for the execution of the project when needed.
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as CORÉN, QSRBN, ARCON, CORBON, ICAN, SURCON etc;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates, and Photographs of the projects.
l. Supply of Equipment: Letter of Authorization as representative of Original Equipment Manufacturers (OEMs);
m. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (CATEGORY A & B)
Interested companies are to collect the Standard Bidding Documents (SBD) from on presentation of evidence of payment of non-refundable tender fees of Ten Thousand Naira (N10,000) only per lot paid into the National Bureau of Statistics’ Remita account in any reputable commercial bank in Nigeria by generating Remita Retrieval Reference (RRR) in favour of National Bureau of Statistics (NBS) Collaborative Survey Project with GIFMIS code 1000247600 after which bidders should proceed to the Finance and Accounts Department with their RRR to obtain Tender Fee Receipt. Collection of the Standard Bidding Document (SBD) shall be during working hours on presentation of Tender Fee Receipt at the following office 2AR-05, 2nd Floor, Wing A, National Bureau of Statistics, 1, Wole Olanipekun, Off Independence Avenue, Central Business District, Abuja.

5. SUBMISSION OF TENDER DOCUMENTS (CATEGORYA & B)
Prospective bidders are to submit a bid for each of the lot desired in two (2) hard copies of each of the technical and financial bids with a soft copy of the financial bid only in MS Excel format, packaged separately in sealed envelopes and marked as “Technical Bid” or “Financial Bid”. After that, put the two sealed envelopes together in a bigger sealed envelope addressed to the Statistician-General, National Bureau of Statistics, 1, Wole Olanipekun, Off Independence Avenue, Central Business District, Abuja, and marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and be dropped in the designated Tender Box at the following office 2AR-05, 2nd Floor, Wing A, National Bureau of Statistics, 1, Wole Olanipekun, Off Independence Avenue, Central Business District, Abuja not later than at 12:00 noon Monday 14th October 2024.

5. SUBMISSION OF PREQUALIFICATION DOCUMENTS (CATEGORY C)
Prospective bidders are to submit two (2) bound hard copies of each of the technical pre-qualification documents, packaged in sealed envelopes and marked as “Technical Bid” and addressed to the Statistician-General, National Bureau of Statistics, 1, Wole Olanipekun, Off Independence Avenue, Central Business District, Abuja, and marked with the name with the of the project and the lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and be dropped in the designated Tender Box at the following office 2AR-05, 2nd Floor, Wing A, National Bureau of Statistics, 1, Wole Olanipekun, Off Independence Avenue, Central Business District, Abuja not later than 12:00 noon Monday 30th September 2024.

7. OPENING OF TECHNICAL BIDS AND PREQUALIFICATION DOCUMENTS
Categories A&B: Only the technical bids for shall be opened immediately after the closing of submission at 12:00 noon on Monday, 14 October, 2024. The public opening shall take place at the 2nd Floor Conference Room, Wing A, National Bureau of Statistics, 1, Wole Olanipekun, Off Independence Avenue, Central Business District, Abuja NBS Headquarters Central Area, Abuja in the presence of bidders or their representatives and accredited Observers while the financial bids will be kept un-opened.
Category C: The pre-qualification documents will be opened immediately after the deadline for submission at 12:00 noon Monday 30th September 2024 2nd Floor Conference Room, Wing A, National Bureau of Statistics, 1, Wole Olanipekun, Off Independence Avenue, Central Business District, Abuja NBS Headquarters Central Area, Abuja. Please, ensure that you sign the Bid Submission Register in the following office 2AR-05, 2nd Floor, Wing A, National Bureau of Statistics, 1, Wole Olanipekun, Off Independence Avenue, Central Business District, Abuja. 8. GENERAL INFORMATION
a. Bids/Prequalification must be in English Language and signed by an official authorized by the bidder,
b. Bids/Prequalification submitted after the deadline for submission would be returned unopened
c. Applicants should not bid for more than one (2) Lots;
d. The bidders will bear all costs.
e. Combining technical and financial bids in the same envelope without first sealing them in separate envelopes as instructed will lead to automatic disqualification
f. The Prequalification documents and Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online.
g. Categories A & B: Only the pre-qualified bidders at technical evaluation will be invited later to open financial bids, while the financial bids of unsuccessful bidders will be returned unopened.
h. Category C: Only the pre-qualified bidders will be invited later for the collection of Tender documents.
i. This advertisement is published only for information purposes and does not constitute an offer, commitment, or obligation by NBS to transact with any party nor entitle any contractor to make any claims, whatever, or seek any indemnity from the Agency.
J. The National Bureau of Statistics is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
