ACHIEVING HEALTH NIGERIA INITIATIVE (AHNi)
REQUEST FOR PROPOSAL FOR HEALTH MANAGEMENT ORGANIZATION (HMO)
(A) BACKGROUND
Achieving Health Nigeria Initiative (AHNi) is one of the leading national nongovernmental organizations with a vision to promote a healthy and safe society where everyone thrives. Our mission is to improve quality of life for people, especially the vulnerable groups, through inclusive and community-led programming. Our staff includes experts in health, education, nutrition, environmental, economic development, civil society, gender equality, youth, research, humanitarian services, and technology-creating a unique mix of capabilities to address today’s interrelated development challenges.
AHNI is hereby seeking the services of an interested and eligible health management organization to provide health coverage and related services for AHNI across and within the operating states in Nigeria as per the scope below:

(C) MINIMUM ELIGIBILITY REQUIREMENT:
No RFP REQUIREMENT 1 Company Profile: registered address(s), official/ functional emails, telephone numbers and point of contact for the company 2 Evidence of legal registration document of the company (CAC Registration, FORM CO2 and FORM CO7) or Registration of Business Name or any other equivalent valid document from CAC 3 Latest Tax Clearance Certificate (Please note that we will scan the QR Code on your TCC to validate authenticity) not earlier than 2022 4 Evidence of Financial Capability (a copy of most recent and signed audited report) not earlier than 2022 5 Bank Reference Letter duly addressed to AHNi Procurement Committee 6 Valid Certificate of Accreditation by National Health Insurance Scheme (NHIS) and any other relevant accreditations 7 List of pre-qualified Hospitals and Services Providers across the federation 8 Evidence of provision of Health Management Services for reputable organizations preferable NGOS of similar scope and complexity within the last 2 years: interested HMO must provide copy(ies) of signed Contracts and list of at least 3 references information 9 Financial proposal in the form of detailed health plans and costs. Please endeavour to provide your best 3 health plans
(D) EVALUATION AND SELECTION CRITERIA:
STAGES OF BID EVALUATION EVALUATION DESCRIPTION EVALUATION APPLICATION 1ST STAGE Complete Conformity to RFP Submission Requirement PASS OR FAIL 2ND STAGE Conformity to Minimum Eligibility Requirement listed 1-8 PASS OR FAIL 3RD STAGE Conformity to detailed Schedule of Health Plans and Costs PASS OR FAIL 4TH STAGE Consideration for Award Fees Reasonableness, inclusive plan and spread of health care facilities
The HMO must ensure that all requested information above is included in the submission. Proposals will be evaluated as follows:
(E) SUBMISSION PROCEDURE AND INSTRUCTIONS:
Technical Documentation (Criteria 1-8) and detailed health plans (criteria 9) must be separated, signed by the authorized representative, and submitted in sealed envelopes.
Your submission must be appropriately titled, addressed, and submitted to:

(F) ADDITIONAL INFORMATION TO BIDDERS:
- For clarification on any aspect of this RFP, please send an email reflecting RFP title to Abuja. Procurement@ Ahnigeria.org
- AHNi is Value Added Tax (VAT) exempted but deducts withholding tax (WHT) in compliance with relevant Nigeria Tax Laws;
- All proposal document submitted including price must be valid for one (1) year from the proposal due date. This include but not limited to cost, terms, conditions, and service level agreement.
- The duration of the contract is 12 months from the date of commencement and subject to renewal.
(G) CLOSING DATE:
All completed documentation must be hand delivered or couriered to the above address on or before Thursday, 24th October 2024, at 5:00pm GMT.
