INVITATION TO TENDER FOR PROJECTS EXECUTION

Tenders are hereby invited from suitably qualified, experienced and reputable companies for projects to be executed with the SUBEB/UBEC/2024 intervention fund for the following projects:

2. The Bid document are to collected from

The Procurement Unit,
Executive Chairman’s Office,
State Universal Basic Education Board,
Maryam Babaginda Way,
Asaba, Delta State.

3. All bids must be accompanied by the following:

i. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7.

ii. Company’s Audited Accounts for the last three (3) years -2021, 2022 & 2023.

iii. Evidence of Company’s Income Tax Clearance certificate for the last three (3) years valid till 31^st December 2024.

iv. Evidence of Current Pension Compliance Certificate valid till 31^st December, 2024.

v. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31^st December, 2024.

vi. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31^st December, 2024.

vii. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP.

viii. Evidence of Industrial Training fund (ITF) Compliance Certificate valid till 31^st December, 2024.

ix. Verifiable documentary evidence of similar jobs executed in the last 3 years (Letters of Awards, Job Completion Certificates and Photograph of the projects).

x. Company’s Profile with curriculum vitae of key staff to be deployed for the project, including copies of their Academic/professional qualifications (for Construction/Renovation of building – COREN, QSRBN, ARCON, or CORBON, is required).

xi. List of equipment to be deployed for the project and proof of ownership.

xii. Sworn Affidavit

• disclosing whether or not any officer of the relevant committees of Delta State Universal Basic Education Board or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars, and
• that no Director has been convicted in any country for any criminal misrepresentation or falsification of facts relating to any matters;
• that the company is not in receivership, the subject of any form of insolvency or bankruptcy.

xiii. All documents for Submission must be transmitted with a covering/forwarding letter under the company Letter Headed paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Company registered address, functional contact email address, GSM phone numbers, duly signed by the authorized officer of the company.

xiv. Evidence of Payment into Delta State IGR account Tender fee of N35,000.00 for Construction of hand Pump and Toilet Projects, N60,000.00 for Construction/Renovation of Classrooms/Block Wall Fence Projects and N60,000.00 for Procurement and Supply of Dual Desk Projects and N45,000.00 for Construction/Procurement of Solar Powered Bore Hole.

xv. Evidence of payment of a non-refundable deposit of N50,000.00 for Hand Pumps and Toilet projects, N1000,000.00 for Construction/Renovation of Classrooms/Block Wall Fence, Procurement/Supply of Dual Desk and Construction of Solar powered Bore Hole in Bank Draft in favour of State Universal Basic Education, Asaba for processing and technical analysis of Bid documents.

xvi. Bidders are advised to visit and inspect the Project sites before Bidding.

Completed Bids (Financial and technical bids in two separate envelopes) shall be returned together in a wax-sealed envelope marked “Company Name” “Project Name” “Lot Number” at the top right corner and addressed to:

4. The closing date for the submission of Bids is on or before 12.00 noon on 12th February, 2025. The Technical Bids will be opened same day on 12th February, 2025 immediately after the closing at the Board Headquarter, Maryam Babaginda Way, Asaba, Delta State. While Financial Bids will be opened 19th February, 2025, at the same Board Headquarter, Maryam Babaginda Way, Asaba, Delta State.

5. Bidders should know that the Board is not constrained to accept the lowest bidder or bound to shortlist any bidder and reserves the right to annul the selection process at any time without incurring any liabilities and assigning any reason thereof in accordance with section 28(b) of the Public Procurement Act 2007.

6. Delta SUBEB will not be held liable for misplaced or wrongly submitted Bids.
