INVITATION TO TENDER FOR PROJECTS EXECUTION
The Borno State Government through the Ministry of Works & Housing in compliance with Borno State Bureau on Public Procurement law 2019, wishes to invite Interested, reputable and suitably qualified contractors to submit bid for the Construction of Flyover Bridge and 6-Span Bridge in Maiduguri Metropolis. Bidding are in Two (2) LOTs and will be conducted in accordance with the open domestic bidding method and is open to all bidders.

1.0 ELIGIBILITY REQUIREMENTS
1. Evidence of registration with the Corporate Affairs Commission, including Certified True Copy (CTC) of memorandum and Article Association, (Form CAC 02 & CAC 07).
2. Evidence of Valid Registration with Borno State Bureau on Public Procurement and evidence of payment relevant fees.
3. Evidence of Company’s Income Tax Clearance Certificate (TCC) for the last three years.
4. Evidence of registration by BPP.
5. Evidence of PENCOM (Current Pension Clearance Certificate).
6. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate.
7. Verifiable Documentary Evidence of at least three (3) similar works successfully/ongoing project, including Letter of Awards, Contract Agreements, Job completion certificates and photographs of the project.
8. Company’s Profile, with Curriculum Vitae of relevant professionals/Technical Staff to be deployed for the project.
9. Sworn affidavit from court of competent jurisdiction in Nigeria, disclosing as follows;
i. That the company is not in receivership.
ii. Compliance with Public Procurement Law, 2019.
iii. That the Director(s) has/have never been convicted by any court of law.
iv. That the Company has not been debarred by any Government Agency or an International Organization.
NB.
There is a waiver for item 4 & 5 for domestic tenderers (Borno State Indigenous Contractors)
2.0 COLLECTION OF TENDER DOCUMENT
Interested eligible Bidders may obtain further information and inspect the tender documents from Director Planning Research and Statistics (DPRS) of the Ministry of Works, Musa Usman Secretariat Maiduguri upon payment of non-refundable Tender Fees from 24th February, 2025.
3.0 SUBMISSION OF TENDER
Completed Technical and Financial bids should be submitted in two (2) different envelopes labeled “Technical Bid” and “Financial Bid” respectively with the company name indicated at the back of the envelope. The two envelopes should be endorsed in a larger envelope and marked (Technical and Financial). Bidders are to indicate the LOT of interest on the larger envelop and addressed to: The Chairman Tenders Board, Borno State Ministry of Works, Musa Usman Secretariat Maiduguri on or before 24th February, 2025. Bidders are to ensure that they sign all pages of the Bidding Documents.
4.0 OPENING OF TECHNICAL DOCUMENTS
Tender will be opened immediately after the dateline for submission at 12:00 noon, 24th February, 2025, in the conference hall of the Ministry. Please also ensure that you sign the Bid Submission Register, as the Ministry will not be held liable for misplaced or wrongly submitted bids.

6.0 NOTE:
- Tenders submitted after dateline of submission will be rejected.
- Borno State Ministry of Reconstruction, Rehabilitation and Resettlement is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 30 of the Borno State Public Procurement Law, 2019.
- Any tender that does not comply with the above requirements or any form of deviation from the requirements will be rejected.
- The Financial bid of only an eligible candidate that met the requirement of the Ministry would be considered.
