INVITATION TO TENDER AND EXPRESSION OF INTEREST (EoI) FOR 2025 CAPITAL PROJECTS
1. INTRODUCTION
The National Agency for Science and Engineering Infrastructure (NASENI), an Agency of the Presidency wishes to bring to the notice of experienced and competent Companies/Consultants that the Agency would carry out the procurement of Works, Goods and Services to be funded from the 2025 Appropriation Act in compliance with the Public Procurement Act, 2007. The projects descriptions and location are as follows:

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last Three (3) Years valid till 31st December, 2025;
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above)
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;(this requirement is only applicable to bidders whose number of staff is 5 and above or whose annual turnover is 50m and above)
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31″ December, 2025 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of National Agency for Science and Engineering Infrastructure or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h. Company’s Audited Account for the last Three (3) years -2022,2023, 2024.
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
j. Company’s profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the projects.
l. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
m. For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEM);
n. Evidence of Firm’s registration with relevant professional bodies such as COREN, CORBON, QSRBN, ARCON etc.;
o. For Joint Venture/Partnership. Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
p. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS (excluding Lot 1)
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Director of Procurement, Procurement Department, National Agency for Science and Engineering Infrastructure, Idu Industrial Area, Abuja during working days (10am-3pm) on presentation of evidence of payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira Only) per Lot made payable to NASENI’S TSA account:

in any reputable Commercial Bank in Nigeria. Firms interested in Lot 1 will not pay at this stage until after shortlisting.
SUBMISSION OF TENDER DOCUMENTS (excluding Lot 1)
Interested Bidders are required to prepare and submit their Technical and Financial Bid Documents in sealed separate envelopes (Original and two copies). To be clearly written at the top right-hand corner of each envelope are: the Project Title, Lot Number, Contractor’s Name and “Technical Bid’ or ‘Financial Bid’ as the case may be. Both envelopes shall be enclosed in a bigger sealed envelope and addressed/submitted at the project location with the following address.
The Executive Vice Chairman/Chief Executive Officer, National Agency for Science and Engineering Infrastructure, Idu Industrial Area, Abuja. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box at the Annex of Procurement Department, NASENI Headquarters not later than 10:00am on Thursday 17th April, 2025.
6. SUBMISSION OF EXPRESSION OF INTEREST (LOT 1)
Expression of Interest (Eol) documents in a sealed envelope and clearly marked ‘Expression of Interest’ with the Project Name and Lot Number clearly written on the top right-hand comer, addressed and returned to: The Executive Vice Chairman/Chief Executive Officer, National Agency for Science and Engineering Infrastructure, Idu Industrial Area, at the Annex of Procurement Department, NASENI Headquarters, Abuja. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at NASENI Headquarters not later than 10:00am on Thursday 17th April, 2025.
7. OPENING OF TECHNICAL BIDS AND EXPRESSION OF INTEREST
7.1 All Lots except Lot 1: Only technical bids will be opened immediately after the deadline for submission at 10:00 am on Thursday 17th April, 2025 at the NASENI Headquarters in the presence of bidders or their representatives. Only the successful Bidders at technical evaluation will be invited at a later date for Financial Bids opening, while financial bids of unsuccessful bidders will be returned un-opened. Please, ensure that you sign the bid submission register at the Annex of Procurement Department, NASENI Headquarters as NASENI will not be held liable for misplaced or wrongly submitted bids.
7.2 Lot 1: Expression of Interest documents will be opened immediately after the deadline for submission 10:00 am on Thursday 17th April, 2025 at NASENI Headquarters in the presence of bidders or their representatives. Only shortlisted firms will be contacted at a later date for collection of Request for Proposals.
8. GENERALINFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder.
b. Bids submitted after the deadline for submission would be returned un-opened.
c. Bidders should not bid for more than two (2) Lots.
d. All costs will be borne by the bidders.
e. NASENI reserves the right to verify claims made by any bidder.
f. Bidders should constantly check NASENI Notice Board for release of Technical/Prequalification Result.
g. The Awards of the projects listed above is subject to budgetary releases from the treasury under the FY 2025 Appropriation.
h. NASENI is not bound to prequalify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
