NATIONAL AGENCY FOR THE CONTROL OF AIDS (NACA)
REQUEST FOR PROPOSAL FOR THE ENGAGEMENT OF CLEANING SERVICES FOR NACA MAIN AND EXTENSION OFFICE BUILDING/PREMISES
1.0 BACKGROUND
The National Agency for the Control of AIDS (NACA) coordinates the National HIV/AIDS response, providing guidance to all implementing entities, coordinating and reporting on the attainment of national objectives of the response while ensuring that resources are used in the most efficient manner. NACA’s mandate is to ensure efficient and effective coordination of the national response leading ultimately to the attainment of universal access to HIV prevention, treatment, care and support services for all Nigerians. The Agency as a Principal Recipient requires the services of a competent company for the Cleaning Services.
2.0 OBJECTIVES
Generally, scope of the services includes but not limited to the following tasks:
A. Daily Services:
- Internal: cleaning of offices, Conference Rooms, Toilets/Basins, Fitting, Stairwells, Passages, Internal windows, Resources Centre, Computers, Shelves. Fridges, Photocopies, Telephones, Garbage Cans, Television Sets/Radios, Stapling machines/paper perorating, Printers, Fire Extinguishers, Tables, Chairs, Cabinets etc. and a bi-weekly scrubbing and thorough wash of the floors Tiles and Terrazzo
- External: Facade cleaning, Plant rooms, Gatehouse, Car park and Gardening.
- Provision of basic sanitary materials (Tissue papers, Hand wash, soaps etc) and ensure their availability at all times
- Twice daily emptying of waste baskets and picking of litters
- Cleaning of cobwebs/General sanitation of within and outside premises
- To maintain a daily presence throughout the working hours such to ensure adequate and timely cleaning of any spillage and or meet up with any other unforeseen cleaning needs that may be require from time to time;
- Any other tasks during office hour that may be assigned for the cleanliness of the Office and premises.
- Disinfect all covered drains
- Wash all windows with squeegees and anti-dust chemicals
- Dust clean all items above hand reach, such as light fittings, air-conditioning vent ceilings and all other items that require stepladder to be reached
- Wash all non-carpeted floor areas. Recoat with two coat metalized floor polish and buff all floor area.
- Mowing and racking of grass lawns
B. Quarterly Services:
- Solid pipe descaling treatment as part of our programme for maintaining high standard of hygiene for toilets and washrooms areas
- Fumigation treatment for within and outside the building
D. Maintenance, Landscaping and Gardening
- Weeding
➤Weeding of grounds and gardens shall be carried out to prevent the encroachment of weeds into lawns and landscapes.
- Watering
➤Lawns, water flowers, shrubs and trees are to be watered at least five times a week to provide for water penetrating to a depth of two inches.
- Edging and Trimming
➤ Every time the grass is cut, edging and trimming of sidewalks, curbs, mulch lines beds and cultivated areas, so that there is no vegetation closer than two inches to the pavement object.
E. Equipment, Chemicals and services to be provided by the Cleaning Company
➤ Equipment: Possess the most modernized equipment with evidence of ownership or lease agreement will be required for all services you are require to render which include but not limited to the following:
- Floor machine which wash and dry in a single operation.
- Self-propelled combined scrubbers
- Mechanical and Electrical scrubbing/polishing machine
- Wet suction vacuum machine
- Cleaner trolleys and waste paper sack trolleys
- Mobile mop buckets
- Office Dustbins
➤Chemicals
- Combined detergent sanitizers
- Acid detergent containing bactericides
- Buffing chemical containing special slip retardant polymers
- Rinse-free polish removers for hand floor including all calcareous stone flooring and terrazzo
- Wide range of liquid soap and fresheners
- Bacterize hand washing liquids in all toilets and sanitizers
- Hand sanitizers in all toilets
- Furniture polish.

4.0 GENERAL ELIGIBILITY REQUIREMENT
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC, or CAC, and CAC, or its equivalent;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years 2021,2022,2023, and 2024 if available
c. Evidence of Pension Clearance Certificate valid till 31″ December, 2024;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31″ December, 2024 or its equivalent
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31″ e December, 2024 or its equivalent;
f. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Job Completion Certificates, signed contracts, Photographs.
g. Sworn Affidavit:
- disclosing whether or not any officer of the relevant committees of the National Agency for the Control of AIDS or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars:
- that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter,
- that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
- Abuja Municipal Area Council (AMAC) Certification on Pest Control 2025.
- Company HSE Policy
h. Company’s Audited Accounts for the last three (3) years-2022, 2023 & 2024;
i. Reference Letter from a reputable Commercial Bank in Nigeria addressed to NACA and dated within the tendering period indicating willingness to provide credit facility for the execution of the project if awarded;
j. Detailed company Profile with CVs and qualifications of key staffs and also indicate addresses of business place and phone number, organogram, key staff, list of equipment owned or leased with proof of ownership or lease agreement for listed equipment.
k. Any other relevant information.
5.0 DEADLINE FOR SUBMISSION
The deadline for the submission of Tender should not be later than 12 noon of 24th April 2025. Clarification can be obtained at the Office of the Head of Procurement, Ground Floor, NACA main building, 3 Ziguinchor Street. Wuse Zone 4. Abuja. The bids will be opened immediately after closing date of submission.
6.0 GENERAL INFORMATION
i. Bids must be in English Language and signed by an official authorized by the bidder;
ii. Bids submitted after the deadline for submission would be rejected; iii. NACA is not bound to shortlist any Consultant, and reserves the right to annul the bidding process at any time without incurring any liabilities or providing reason.

8. Notes/Disclaimer
i. Late submissions will not be accepted.
ii. NACA shall verify any or all documents and claims made by applicants and will disqualify consultants with falsified documents and claims.
iii. If it is determined that submitted documents and claims have been falsified, the consultant may face prosecution in a court of Law.
ii. NACA shall not be held responsible for any disqualified proposal as a result of any omission or deletion relating to the submission guidelines.
iii. This advertisement shall not be construe a contract to any Consultant, nor shall it entitle any Consultant submitting documents to claim any indemnity from NACA
