REQUEST FOR EXPRESSION OF INTEREST ON 2025 TETFUND SPONSORED ANNUAL INTERVENTION PROJECTS AND 2025 CAPITAL PROJECTS AT FEDERAL COLLEGE OF EDUCATION, ABEOKUTA
1.0 INTRODUCTION
The Federal College of Education, Abeokuta intends to execute some Federal Government-sponsored projects. The Management is desirous to acquire some construction projects in the current fiscal year to enhance Teaching & Learning towards the realization of the College set goals.
In view of the above, the College is inviting interested, experienced, competent and reputable Consultants to submit their Expression of Interest (EOI) accordingly for the Architectural & Engineering Designs and Costing of the following under listed projects:
2.0 SCOPE OF WORKS:
The under listed projects in Lot under 2025 Capital Appropriation and 2025 Tertiary Education trust Fund (TETFund) Annual Intervention Allocation are open for tender:
(A) 2025 FEDERAL GOVERNMENT SPONSORED CAPITAL PROJECTS

LOT 6 ERGP20263405 Provision of Consultancy Services: Architectural, Structural Engineering, Mechanical/Electrical Engineering and Quantity Surveying Services for the Construction of Conference Room. 5. LOT 7 ERGP20263440 Provision of Consultancy Services: Architectural and Quantity Surveying Services for the Construction & Equipping of Standard Pitch and Tracks for the College Sports Centre
(B) 2025 TERTIARY EDUCATION TRUST FUND (TETFUND) SPONSORED ANNUAL INTERVENTION PROJECTS
S/N LOT PROJECT DESCRIPTION 1. LOT 1 Provision of Consultancy Services: Architectural, Mechanical/Electrical Engineering and Quantity Surveying Services for the Rehabilitation of Old School of Science Office Building and Science Laboratory Complex.
(C) 2025 TERTIARY EDUCATION TRUST FUND (TETFUND) SPONSORED MAINTENANCE INTERVENTION PROJECTS
S/N LOT PROJECT DESCRIPTION 1. LOT 1 Provision of Consultancy Services: Architectural and Quantity Surveying Services for the Renovation of TETFund Sponsored School of Education 500 Seat Capacity lecture Hall, Early Childhood and Care Education Building and Non-Formal & Adult Education Building.
3.0 ELIGIBILITY/MANDATORY REQUIREMENTS FOR CONSULTANT
i. Verifiable Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC1.1 or CAC2 and CAC7.
ii. Verifiable Evidence of valid TAX Clearance Certificate for the last Three (3) years (2022, 2023, 2024) valid till 31st December, 2025
iii. Verifiable Current PENCOM Compliance Certificate issued by National Pension valid till 31st December, 2025.
iv. Verifiable Current Industrial Trust Fund (ITF) Compliance Certificate valid till 31st December 2025.
v. Verifiable Evidence of Nigeria Social Insurance trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025.
vi. Verifiable Company’s Audited Account duly stamped and signed by ANAN/ICAN licensed Auditors for the last three years (2022, 2023, 2024);
vii. Verifiable Certificate of Special Control Unit Against Money Laundering (SCUML) of the Economic and Financial Crime Commission (EFCC) valid till 31st December 2025.
viii. Verifiable Evidence of Registration with the Bureau of Public Procurement (BPP) National Database of Contractors, Suppliers, Consultants and Service Providers by submission of Interim Registration Report (IRR) valid till 31st December, 2025 or valid Certificate issued by BPP.
ix. Verifiable list of at least three (3) similar jobs executed in the last Five (5) years including letters of Engagement, Agreement Letters, Acceptance Letters and Photographs of the projects.
x. Evidence of financial capability/Evidence of Financial Backing/Reference Letter from a reputable Commercial Bank for Nigeria, indicating willingness to provide credit facility for the execution of the consultancy services;
xi. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (COREN, QSRBN, ARCON, CORBON etc.);
xii. Evidence of payment of Practicing Fee/Practicing License of relevant Professional Staff for 2025.
xiii. Evidence of Registration of Consulting Firm with required Regulatory Bodies;
xiv. Evidence of Ownership Lease Agreement for relevant equipment, machines, tools and workshop where necessary etc.
xv. Arrangement of the Expression of Interest (EOI) documents in hard copy should follow the order in the list above, appropriately paged and duly signed on every page. The EOI documents should have a table of contents indicating the pages on which these items are to be found.
xvi. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), valid e-mail address and official Company Address at the top and the Names and Nationalities of the Directors of the Company at the bottom of the page.
xvii. Sworn Affidavit
Interested Company/Firm are expected to:
(a). accompany their bid with affidavit disclosing whether or not any officer of relevant committees of FCE Abeokuta or the Bureau of Public Procurement is a former or present Director. Shareholder or has any pecuniary interest in the bid, and that all the information presented in its bid are true and correct.
(b). That Company/Firm does not have any Directors who has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
(c). That the Company/Firm is not in receivership, the subject to any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceeding.
4.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI) DOCUMENTS
Interested Company/Firm are to submit two (2) bound copies of Expression of Interest (EOI) documents separated by dividers and arranged as indicated in (3.0) above. The envelope should be marked “Copy” and “Original”. The two (2) envelopes marked “Copy” and “Original” should be placed inside a third envelope. The documents should be submitted in a sealed envelope and addressed to:

The envelope should be clearly marked with the Name of the Project, Type of Project (Capital Project of TETFund Project) and Lot Number. Furthermore, the reverse of the envelope should have the name and address of the Firm/Bidder and drop in the designated tender box in the office of the Director, Directorate of Procurement, Federal College of Education, Abeokuta not later than 12.00 noon on Monday 28th April, 2025.
5.0 CLOSING DATE AND TIME OF OPENING OF EXPRESSION OF INTEREST (EOI) DOCUMENTS
THE Expression of Interest documents will be opened after the deadline at 12:00 noon on Monday 28th April, 2025. The venue of bid opening is Conference Room, Old Provost’s Office Building, FCE Abeokuta.
6.0 GENERAL INFORMATION:
i. Only shortlisted Firms will be invited at a later date for collection of Request for Proposals;
ii. Incorrect address or labeling of submitted Expression of Interest (EOI) shall be rejected;
iii. Expression of Interest (EOI) document must be in English Language and signed by an official authorized by the Company/Firm;
iv. Expression of Interest (EOI) document submitted after the deadline for submission would be returned un-opened;
v. Bidders/Firm should not submit Expression of Interest (EOI) document for more than one (1) Lots under 2025 Capital Projects respectively, contravention is automatic Disqualification;
vi. This advertisement of Request for Expression of Interest (EOI) shall not be construed as a commitment on the part of the FCE, Abeokuta nor shall it entitle any Company/Firm to make any claim whatsoever or compensation having responded to this advertisement;
vii. All expenses incurred in preparing Expression of Interest (EOI) responses and all expenses otherwise associated with this exercise shall be borne solely by the prospective Company/Firm;
viii. The document submitted should have a table of content indicating the pages the items are to be found and arranged serially. Failure to comply with this directive will result in disqualification of the Bidder/Firm;
ix. The above listed requirements shall form part of technical evaluation criteria and non-compliance with any of the stated criteria shall result in automatic disqualification of the Bidder/Firm;
x. The Federal College of Education, Abeokuta reserves the right to verify the authenticity of any claim made in the Expression of Interest (EOI) document submitted by a ny Company/Firm;
xi. FCE Abeokuta is not bound to shortlist any bidder/firm and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
