INVITATION TO TENDER (TECHNICAL) FOR THE IMPLEMENTATION OF 2025 CAPITAL PROJECTS/PROGRAMMES

(1.0) PREAMBLE
The Institute of Agricultural Research and Training, Moor Plantation, Ibadan, a multidisciplinary research Institute with national and zonal mandates on research and extension on Soil management, Kenaf, maize, grain legumes, livestock and farming systems for different agro-ecologies of Nigeria, in compliance with the requirements of the Public Procurement Act 2007 and extant regulations of Government on the Procurement of Goods, Works and Services. The Institute intends to procure works/ goods as provided in Her 2025 Capital appropriations as detailed here below.

(2.0) SCOPE OF WORKS

CATEGORY B: GOODS

(3.0) ELIGIBILITY REQUIREMENTS
Interested and competent Contractors/Suppliers are required to submit the following documents:

(a) Evidence of Certificate of Incorporation/Registration issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1, CAC 2 and CAC 7;

(b) Evidence of Company’s Income Tax clearance certificate for the last three (3) years (2022, 2023, 2024), expiring on 31st December, 2025.

(c) Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above);

(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP;

(g) Sworn Affidavit:

• that the company is not bankrupt or in receivership;
• none of her present or past director has ever been convicted in any court of law
• disclosing whether or not any officer of the relevant committees of the Institute of Agricultural Research and Training, Ibadan or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars

(h) Company’s Audited Accounts for the last three (3) years [2022, 2023 & 2024

(i) Company’s Profile, which must include company’s name and address, names of technical/professionals and key personnel including copies of their qualification certificates and resumes, (in case of construction, COREN, QSRBN, ARCON, CORBON etc)

(j) Verifiable documentary evidence of at least three (3) similar jobs completed within the last five (5) years with letter of Awards, Valuation /Practical Completion Certificates and photographs of the project

(k) Reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.

(l) Works: List of plants/equipment with proof of Ownership/Lease.

(m) For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);

(n) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);

(o) For Lots: 03, 04, 05, 06, 07, 11, 12, 13, and 14, the minimum annual turnover shall be N300m

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(4.0) SUBMISSION OF PRE-QUALIFICATION DOCUMENT
Prospective bidders are to submit bid for the LOT desired, Two (2) hard copies of the technical bidding documents with inscription Technical Bid for the project title” and addressed to the Executive Director, Institute of Agricultural Research and Training. Ibadan, Oyo State, and clearly marked with (the name of the project and Lot number). Furthermore the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Executive Director’s Office, IAR&T not later than 12.00 noon on 28 April, 2025.

(5.0) OPENING OF PRE-QUALIFICATION DOCUMENT
Opening of Technical bids shall be conducted immediately after the submission deadline at 12:00 noon on 28 April, 2025 at the Prof. E.A Adebowale Training Hall. IAR&T. Bidders are to be present at the opening of documents, which will be attended by officials of private sector professional organization and CSOs in the areas of anti-corruption/transparency. The event will be fully captured on video and can be provided to bidders on request.

(6.0) GENERAL INFORMATION
(a) The above listed requirements shall form part of the documents/bids evaluation criteria and non-compliance with any of the stated criteria’s shall result in automatic disqualification of the bidder

(b) All the documents must be arranged sequentially

(c) All the bids document pages must be serially numbered and signed.

(d) No bidder must bid for more than 2 LOTS. The Institute of Agricultural Research and Training, reserves the right to verify the authenticity of any claims made on the tender documents submitted by the companies.

(e) Document(s) submitted late shall be returned un-opened;

(f) Bid documents can also be submitted through Post (Courier Services).

(g) Tendering with false documents is an offence, which will lead to dis qualification and prosecution

(h) Only pre-qualified bidders who successfully pass the technical evaluation will be invited at a later date for financial bids.

(i) The Institute of Agricultural Research and Training. Moor Plantation is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
