INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2024 TETFUND INSTITUTION BASED SKILLS DEVELOPMENT INTERVENTION 2024R/SY477
(1) INTRODUCTION
The Lagos State University of Science and Technology, Ikorodu formerly Lagos State Polytechnic in compliance with the Public Procurement Act. 2007 hereby invites interested, competent and reputable companies to submit tender bid documents for its Year 2024 TETFund Institution Based Skills Development Intervention 2024R/SY477 projects mentioned below:
(2) SCOPE OF WORKS
(a) Supply, Installation, and Commissioning of Equipment/ Tools and Consumables for Garment Making and Hospitality & Catering Consisting of:
1Nr Kitchen Sink (Dual Bowl), 2Nr Serving Dish 2-in-1, 2Nr Heat Extractor, 1Nr Industrial Food Processor (3L 8000W), 10Nr Glass Cups, 2Nr Iron Cooking Pot (Ikoko Onirin), 2Nr Iron Frying Pot (lya Wulo Omo Wulo), 2Nr Cabinet for Tools, 1Nr Embroidery Sewing Machine, 1Nr Butterfly Industrial Buttonhole Machine, 1Nr Industrial Straight Sewing Machine, 1Nr Industrial Weaving Machine for Both Inner and Outer. Machine 747- 4 Thread Direct Drive, 2Nr industrial Rulers such as-Curve Ruler, Mannequins (2 Males and 2 Females), 1Nr Industrial Stoning Machine, 1Nr Industrial Fridge SFR 375,1Nr Industrial Freezer SFL300,4Nr Towels + Cotton Hand Gloves 49 Dish Rack, 2Nr Industrial Gum Tools, 2Nr Industrial Tape Rule, 2Nr Normal Pressing Table, 2Nr Threads Handling Table, 2Nr Normal Cutting Table, 1Nr Wall Shelf for Paper Work and Fabrics, 1 Nr Oven: Link rich Industrial Oven, 6Nr Baking Tray, 1Nr Industrial Cooking Gas -(5 Burner): 50kg Empty Gas Cylinder, 2Nr Industrial Cover Button Machine, 1Nr Lower Kitchen Cabinet, 2Nr Pressure Cooker (Crown Star Aluminium), 1Nr Air Fryer (6.5L), etc VAT Inclusive, as per submission.
(b) Quality Assurance Training for (1) Students’ Digital Skills Development Training on Artificial Intelligence and Cyber security (2) Training of Staff of the Centre (Training on Advance Trade Area) (3) Trip of Students to Covenant University, Ota (4) Trip of Students to Senator Abiru Innovation Hub (SAIL) Ikorodu.
(3) ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024; with annual turnover of N80 million;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024 or valid Certificate issued by BPP.
(g) Sworn Affidavit
- disclosing whether or not any officer of the relevant committees of the Lagos State University of Science and Technology, Ikorodu or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
- that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings; that the company does not have existing loan or financial liability with a bank, other financial institutions or third party as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
(h) Letter of Authorization as Representative of the Original Equipment Manufacturer (OEM)
(i) Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024;
(j) Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(k) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications relevant to the intended procurement;
(I) Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit compulsory for each JV partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
(4) SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Interested bidders are to submit two (2) hard copies of pre-qualification documents of the technical bids packaged separately in sealed envelopes and clearly marked as “Technical Bid” addressed to: The Vice Chancellor, Lagos State University of Science and Technology, Ikorodu. The reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Council Chamber, Ikorodu Campus not later than 12:00noon on Tuesday 29 April, 2025.
(5) OPENING OF PRE-QUALIFICATION DOCUMENTS
Only the technical bids will be opened immediately after the deadline for submission at 12:00noon on Tuesday 29 April, 2025, at the Council Chamber, Ikorodu Campus in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register at the Directorate of Procurement, Ikorodu Campus as the University will not be liable for misplaced or wrongly submitted bids.
(6) GENERAL INFORMATION
(a) Bids must be in English language and signed by an official authorised by the bidder;
(b) Bids submitted after the deadline for submission would be returned un-opened;
(c) All cost will be borne by the bidders;
(d) The Technical Bids will be opened in the presence of CSOs and Professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online.
(e) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(f) The Lagos State University of Science and Technology Ikorodu, Lagos is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the 2007 Public Procurement Act, 2007.
