INVITATION TO TENDER FOR PROJECTS EXECUTION

(1) INTRODUCTION
The National Orhtopeadic Hospital Enugu a Federal Tertiary Health Institution by this notice, intends to execute the under listed projects as approved in the 2025 Appropriation Act. In compliance with the Public Procurement Act of 2007, the Hospital invites reputable and experience contractors suppliers to tender for the following projects.

(2) SCOPE
The scope for the projects is detailed in the bidding documents and is categorized under the following lots:                             

(3) ELIGIBILITY REQUIREMENTS
PROSPECTIVE BIDDERS MUST HAVE THE FOLLOWING

(1) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;

(2) Evidence of Company’s Income Tax Clearance Certificate (or personal Income Tax Clearance Certificates of all the Partners in the case of Business Name) for the last three (3) years valid till 31st December, 2025 with minimum average annual turnover of N50m.

(3) Evidence of current Pension Clearance Certificate valid till 31st December, 2025

(4) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025

(5) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December, 2025

(6) Evidence of Registration in BPP database

(7)  Sworn Affidavit

• disclosing whether or not any officer of the relevant committees of the National Orthopedic Hospital, Enugu or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

(8) Company’s Audited Accounts for the last three (3) years – 2022, 2023, and 2024

(9) Evidence of Financial Capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the Project when needed;

(10) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;

(11) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letter of Awards, Valuation Certificate and Photographs of the projects;

(12) List of Plants/Equipment with proof of Ownership/Lease (where applicable)

(13) For Supply of Equipment: Letter of Authorisation from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria.

(14) All documents for submission must be ARRANGED SERIALLY as listed above and transmitted with a covering/forwarding letter under the companies/firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

(15) Failure to adhere to the above instructions leads to disqualified.

(4) COLLECTION OF TENDER DOCUMENTS
Interested Companies are advised to obtain Tender Bidding Documents from the Procurement Department located at the Ground floor of Main Administration Building on presentation of evidence of payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira Only) directly to National Orthopaedic Hospital Enugu’s TSA account.

(5) SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
Prospective bidders are required to submit hard copy of their submissions and ensure that they enclose their technical documents in an envelope (Marked Technical Bid) and the financial bid in another envelope (Marked Financial Bid) and the two separate envelopes shall be enclosed in one bigger envelope sealed and clearly marked INVITATION TO TENDER with the lot and addressed to;

Furthermore, the back of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box at the Procurement office between the hours of 8am- 4pm Monday to Friday not later than 12:00 noon, Monday, 12 May, 2025. Soft copy should be submitted as well.

Please ensure that you sign the Bid submission register in the Office of the Head of Procurement as the National Orthopaedic Hospital Enugu will not be held liable for misplaced or wrongly submitted bids.

(6) OPENING OF BIDS
Interested Firms, Civil Societies, Organisations and the general Public are invited to witness the opening of the bids on Monday 12 May, 2025 at 1:00pm at the New Conference Hall of National Orthopedic Hospital Enugu.

(7) GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorised by the bidder;

(b) Bids submitted after the deadlines for submission would be returned un-opened;

(c) Bidders should not bid for more than two (2) Lots

(d) All costs will be borne by the bidders;

(e) Only pre-qualified bidders at technical evaluation for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened

(f) The Hospital is not bound to pre-qualify any applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.

(g) Contractors/developers who have capacity to deliver projects and be paid as funds are available will be given priority

(h) This advert must not ne misconstrued as having awarded contracts to any company

(i) The General Public is further informed that the Board, Medical Director, Management and Tenders Board Committee of National Orthopaedic Hospital Enugu do not operate any Facebook account nor request for money or any other benefits in order to award contracts. Anyone dealing with Facebook accounts or other social media purported to belong to any of the above mentioned handles docs so at his/her own peril.
