REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR PROJECTS EXECUTION
The College of Medicine, University of Lagos, a Medical Institution established by an Act of Parliament on the 13th of April 1962, having its campuses at Idi-Araba and Yaba, Lagos, Nigeria, is desirous of contracting out the cleaning services of offices and Departments. The source of fund shall be Internally Generated Funds. Experienced and competent service providers are hereby invited to submit Expression of Interest (EOI) for the project as described hereunder.

This shall be in accordance with the criteria laid down by the College of Medicine, University of Lagos Authority. |
| 2. | FACILITY MANAGEMENT OF PLAZA | CM/ADM/PC/2025/02 | The scope of service shall include but not limited to day-to-day administration and maintenance of the facilities in the Plaza, space management, ensuring compliance with safety regulations, preparation of budget for the running of the plaza, collection of rent and coordination of vendors’ activities, allocation of shops, provision of adequate security and insurance to safeguard lives and properties of the tenants, customers, students and other relevant stakeholders in the Plaza, supply of electricity and water to the plaza. |
ELIGIBILITY REQUIREMENTS
(a) Interested firms should submit two (2) bound EOI documents duly signed, paginated, separated by dividers and arranged in order outlined hereunder as same shall comprise the Technical documents:
(b) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC 2 and CAC 7;
(c) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025;
(d) Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(e) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(f) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
(g) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by BPP.
(h) Sworn Affidavit:
i. Disclosing whether or not any officer of the relevant committees of the College of Medicine, University of Lagos, Idi-Araba or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
ii. That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
iii. That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
iv. That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
(i) Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024, duly acknowledged by the Federal Inland Revenue Service (FIRS);
(j) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(k) Company’s Profile with the Curriculum Vitae of key Staff to be deployed for the project including copies of their Academic/Professional qualifications
(l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
Other mandatory requirements for Lots 1 & 2 are listed as follows: In respect of LOT 1 – CLEANING SERVICES
I. Evidence of Firm’s registration with Environmental Health Officers Registration Council of Nigeria (EHORECON) as Cleaning Services (CLASS A)
II. Evidence of having at least one (1) Environmental Health Officers (EHOs) with current practicing license (copy of Credentials and Current practicing license of the personnel must be attached)
III. Evidence of ownership of relevant equipment capable of executing the contract.
IV. Detailed Firm’s Health Safety and Environmental Policy.
In respect of LOT 2 – FACILITY MANAGEMENT
V. Evidence of firm’s registration with Environmental Health Council of Nigeria (EHCON) (CLASS A or B)
VI. Evidence of firm’s registration with International Facility Management (IFMA).
VII. Evidence of firm’s registration with Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON)
VIII. The Company’s detailed Health, Safety and Environmental policy.
SUBMISSION OF EOI DOCUMENTS
The EOI documents should be arranged in the order listed above and two (2) sets should be submitted in Original and 3 copies version in A size paper numbered serially and duly signed by your company authorized signatories.
1. The documents are to be enclosed in an envelope and boldly marked with the name of the bidder and project name to be submitted not later than 12:00 noon on Monday, 16th June, 2025, to the office of:

2. Representatives of interested Organizations can inspect the College of Medicine, University of Lagos Environment and the Plaza by reporting to the College Secretary who will detail the Schedule Officers to take them round between the hours of 10.00am and 3.00pm, Mondays to Fridays during the pendency of this advertisement.
OPENING OF EOI DOCUMENTS
The EOI documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 23rd June, 2025, in the Management Board Room of the Administration building of the College in the presence of bidders or their representatives. Please ensure that you sign the Bid Submission Register in the office of the Provost as the College of Medicine, University of Lagos will not be held liable for misplaced or wrongly submitted bids. GENERAL INFORMATION
a) The Expression of Interest (EOI) documents for submission must be written in English language;
b) The expression of interest documents submitted after the deadline will be returned unopened.
c) Failure to comply with the above requirements shall automatically result in the disqualification.
d) The College Management reserves the right to verify the authenticity of any claim made in the EOI documents submitted by bidders.
e) The College of Medicine, University of Lagos shall not be responsible for any cost incurred by the bidders in connection with response to this advertisement.
f) Participation in this process and any related process neither creates any commitment nor establishes any legal relationship with the College of Medicine, University of Lagos. It is merely a precondition for further consideration.
g) The EOIs will be opened in the presence of CSOs and Professional bodies and covered by video recording; invitation link will be sent to bidders who choose to join the bid opening online;
h) Only shortlisted Consultants will be invited at a later date for collection of Request for Proposals;
i) The College of Medicine, University of Lagos is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
