EXPRESSION OF INTEREST AND INVITATION TO TENDER FOR YEAR 2025 CAPITAL APPROPRIATION PROJECTS

1. INTRODUCTION
In compliance with due process requirements for procurement of Works, Goods and Services in Federal Government Ministries, Departments and Agencies, the Federal College of Education Zaria intends to execute its Capital Appropriation. The College invites interested, competent and reputable contractors to submit their Technical and Financial Bids.

2. SCOPE OF WORK
The scope of the works and services are as follows:

3. ELIGIBILITY REQUIREMENTS
Interested Bidders must meet the following requirements:

• Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7 or alternative approved documents;
• Evidence of Company Income Tax Clearance Certificate for the last three (3) years – valid till 31st December, 2025, with a Minimum Average Annual Turnover of N20 million;
• Evidence of current Pension Compliance Certificate valid till 31st December, 2025;
• Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
• Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
• Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by BPP;
• Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal College of Education, Zaria is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• Company’s Audited Accounts for the last three (3) years – (2022, 2023, 2024);
• Evidence of financial capability to execute the project, including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
• Company Profile with the Curriculum Vitae of three (3) Key staff to be deployed for the project, including copies of their Academic and Professional qualifications: (E.G. COREN, OEM etc.);
• Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects in the listed order.
• List of Plant/Equipment with Proof of Ownership/Lease (where applicable);
• For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner);
• All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firms Letter-Head paper being amongst others Registration Number RC issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably Mobile No.) and e-mail address. The Letter-Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENT
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement Office of the College, second floor, Room 3 in the Administrative Building with an evidence of payment of a non-refundable fee of N10,000.00. Payment shall be made in favour of Federal College of Education Zaria’s Remita account in any reputable commercial Bank in Nigeria.

5. SUBMISSION OF EOI DOCUMENTS FOR CATEGORY A
Interested Firms are to submit two (2) bound Expression of Interest (EOI) documents, separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Provost, Federal College of Education, Zaria, Kaduna state. clearly marked “Expression of Interest for the Proposed Project with Lot number”. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box at the address Procurement Department, Room 34, second Floor, Administrative Building, Federal College of Education, Zaria, not later than 2pm on Wednesday 11th June 2025.

5.1. SUBMISSION OF TENDER DOCUMENTS FOR CATEGORY B
Prospective bidders are to submit a bid for the project containing two (2) hard copies each of the technical bid in a SEALED envelope, (2) hard copies of the financial bid with a softcopy in MS Excel format also packaged in a SEALED envelope. Both envelopes must be clearly marked as “Technical Bid” and “Financial Bid” respectively. Thereafter, put the two sealed envelopes together in a BIGGER SEALED envelope addressed to the Provost, Federal College of Education, Zaria clearly marked “Pre-Qualification and Tender for Year 2025 Capital Appropriation Projects: Lot Number”. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box at the Procurement Office of the College, second floor, Room 34 in the Administrative Building not later than 2:00 pm on Monday 23rd June 2025. Please ensure that you sign the bid submission register and collect receipt of submission immediately. Note that the College will not be held liable for any misplaced or wrongly submitted bid.

6. OPENING OF EOI FOR CATEGORY A
The Expression of Interest (EOI) documents will be opened immediately after the deadline for the submission at 2pm on Wednesday 11th June 2025 at the Academic Board Room, 2nd Floor Administrative Building, Federal College of Education, Zaria. Please, ensure that you sign the Bid Submission Register at the Procurement office, Room 34, second Floor, Federal College of Education, Zaria, as the College will not be held liable for misplaced or wrongly submitted bids. 6.1. OPENING OF BIDS FOR CATEGORY B
The Technical bids will be opened immediately after the deadline for submission by 2:00 pm on Monday 23rd June 2025 in the Academic Board Room, Third Floor of the Administrative Building, in the presence of bidders or their representatives, while the financial bids will be kept un-opened. 7. GENERAL INFORMATION.

• Bids must be in English Language and signed by an official authorized by the bidder;
• Bids submitted after the deadline for submission would be returned un-opened;
• All documents for submission MUST be arranged starting with item (a) in the eligibility requirements section above, followed by items (b) to (m) of the same section;
• The College will verify any or all documents submitted in a bid and shall disqualify any bidder whose documents are found to be false;
• The College shall report any bidder that is found to have submitted false documents to the relevant authorities for prosecution;
• All pages in a bid must be numbered and signed by the authorized personnel of the firm;
• All costs will be borne by the bidders;
• The Federal College of Education Zaria is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007;
