BORNO STATE MINISTRY OF WORKS AND HOUSING
INVITATION TO TENDER FOR PROJECTS EXECUTION

The Borno State Government through the MINISTRY OF WORKS AND HOUSING in compliance with Borno State Bureau on Public Procurement Law 2019. Wishes to invite interested, reputable, and suitably qualified Contractors to submit bids for the Construction of blocks of 6 flat of Two Bed room Semidetached storey building for Borno State Government at former Dandal Police Barrack Maiduguri. And will be conducted in accordance with the open domestic bidding method and is open to all bidders.

2.0 ELIGIBILITY REQUIREMENTS
1. Evidence of registration with the Corporate Affairs Commission, including Certified True Copy (CTC) of the memorandum and Article of Association, (Form CAC 02 & CAC 07).
2. Evidence of Valid Registration with Borno State Bureau on Public Procurement and payment of relevant fees.
3. Evidence of the Company’s Income Tax Clearance Certificate (TCC) for the last three years.
4. Evidence of PENCOM (Current Pension Clearance Certificate).
5. Evidence of Current Nigeria Social Insurance Fund (NSITF) Compliance Certificate.
6. Audited financial Reports and Accounts for the last three years.
7. Verifiable Documentary Evidence of at least three (3) similar works successfully/ongoing project, including Letters of Awards, Contract Agreements, job completion certificates, and photographs of the project.
8. Company Profile, with Curriculum Vitae of relevant professionals/Technical Staff to be deployed for the project.
9. Sworn Affidavit from a court of competent jurisdiction in Nigeria, disclosing as follows:

• i. That the company is not in receivership
• ii. Compliance with Public Procurement Law, 2019.
• iii. That the Director(s) has/have never been convicted by any court of law
• iv. That any Government Agency or an International Organization has not debarred the Company.

NB.
There is a waiver for item 4&5 for domestic tenderers (Borno State Indigenous Contractors)

3.0 COLLECTION OF TENDER DOCUMENT
Interested eligible Bidders may obtain further information and inspect the tender documents from Director Planning Research and Statistics (DPRS) of the Ministry of Works and Housing, Musa Usman Secretariat Maiduguri upon payment of appropriate non-refundable Tender fees from 10th June, 2025 to 20th June, 2025.

4.0 SUBMISSION OF TENDER
Completed Technical and Financial bids should be submitted in two (2) different envelopes labelled “Technical Bid” and “Financial Bid” respectively with the company name indicated at the back of the envelop. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial). Bidders are to indicate the LOT of interest on the larger envelop and addressed to: The Chairman Tenders Board, Borno State Ministry of Works, Musa Usman Secretariat, Maiduguri on or before 20th June, 2025. Bidders are to ensure that they sign all pages of the Bidding Documents.

5.0 OPENING OF TECHNICAL DOCUMENTS
Tender will be opened immediately after the date line for submission at 12:00 noon, 20th June, 2025, in the conference hall of the Ministry. Please also ensure that you sign the Bid Submission Register, as the Ministry will not be held liable for misplaced or wrongly submitted bids.

6.0 PLANNED PROCUREMENT SCHEDULE (SUBJECT TO CHANGES)

7.0 Note:

• Tenders submitted after the dateline of submission will be rejected.
• Borno State Ministry of Works and Housing is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities by section 30 of the Borno State Public Procurement Law, 2019.
• Any tender that does not comply with the above requirements or any form of deviation from the requirements will be rejected.
• The Financial bid of only an eligible candidate that met the requirement of the Ministry would be considered.
