REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES – 2025 CAPITAL APPROPRIATION PROJECTS, AND 2025 TETFUND ANNUAL INTERVENTION PROJECTS
1.0 INTRODUCTION
The management of Federal Polytechnic Kaduna in fulfilment of its mandate to ensure a conducive teaching and learning environment and meet the accreditation needs, intends to use its 2025 Capital Appropriation and 2025 Tetfund Annual Intervention for the procurement of works, goods and Services for the year 2025. Accordingly, the Federal Polytechnic Kaduna invites interested, eligible, experienced and competent Consultants/Service providers to tender for expression of interest (EOI).
2.0 SCOPE OF SERVICES
- LOT 1: Consultancy Services for the Construction of 3nr Floors Block of Classroom and Staff Offices at the Department of Renewable Energy Engineering, Tudun Wada Campus, Kaduna Polytechnic Under 2025 Capital Appropriation.
- LOT 2: Consultancy Services for the Construction of 3nr Floors Block of Classrooms and 50nr Staff Offices at the Department of Mechatronics Engineering, Tudun Wada Campus, Kaduna Polytechnic Under 2025 Capital Appropriation.
- LOT 3: Consultancy Services for the Rehabilitation of Laboratories/Workshops, Classrooms and Staff Office, Tudun Wada Campus, Kaduna Polytechnic Under 2025 Capital Appropriation.
- LOT 4: Consultancy Services for the Rehabilitation and Upgrade of 3nr Hostels Block (Plateau, Kaduna and Sokoto Blocks) at Tudun Wada Campus, Kaduna Polytechnic under 2025 (Merged) Tetfund Annual Infrastructure and Project Maintenance Interventions.
- LOT 5: Consultancy Services for Renovation 2nr Hostels (Niger and Kwara Hostels Blocks) at Tudun Wada Campus, Kaduna Polytechnic under 2025 (Merged) Tetfund Annual Infrastructure and Project Maintenance Interventions.
3.0 ELIGIBILITY REQUIREMENTS
Interested Bidders must possess and submit the under listed verifiable mandatory requirement to be eligible to participate in this exercise
a. Evidence of Certificate of Incorporation issued by corporate Affairs Commission (CAC) Including form CAC1-1 or CAC2 and CAC7. Business Name is also acceptable.
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Certificates of all the partners in case of Business Name) for the last (3) years valid till 31st Decembers, 2025.
c. Evidence of Pension Compliance Certificate valid till 31st December, 2025.
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above).
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025.
f. Evidence of Registration on the National Database of Federal Contractors/Consultants and Service Providers by Submission of interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by Bureau of Public Procurement (BPP).
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Polytechnic Kaduna or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars. Also, the Company is not in receivership, insolvent or bankrupt and that no Director of the Company (Pass and Present) has ever been convicted as criminal offence relating to fraud or financial impropriety in any court of law.
h. Company’s Audited Account for the last Three (3) years (2022, 2023, 2024).
i. Evidence of Financial Capacity to execute the projects including reference letters from reputable Commercial Bank including willingness to provide Credit Facility for the execution of the projects when needed.
j. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards Valuation Certificates, Job Completion Certificates and Photography of the projects including evidence of familiarity with the project location is necessary.
l. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
m. Evidence of firm’s current registration with relevant regulatory professional body(ies) such as COREN, OSRBN, ARCON, CORBON etc.
n. All documents for submission must be transmitted with a duly signed covering/forwarding Letter under the company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), the Contact Address, Telephone Numbers (Preferably GSM NO.), and e-mail address. The letter Head paper must bear the names and nationalities of the Directors of the company at the bottom of the page duly signed by the Authorized Officer of the firm.
All requirements must be arranged in the ORDER listed above.
4.0 SUBMISSION OF TENDER DOCUMENTS
4.1 Interested firms are to submit two (2) bound copies of Expression of Interest (EOI) documents separated by dividers. The documents should be neatly packaged bound and forwarded in a sealed envelope and clearly marked with the name of project and Lot Number at the top left corner of the envelope and addressed to the Rector, Federal Polytechnic Kaduna.
4.2 Furthermore the reverse of each sealed envelope should have the name, phone number, and address of the bidder and drop in the designated Tender Box situated in the Council’s Chamber, Federal Polytechnic Kaduna not later than 12noon on Monday, 23rd June, 2025. Kindly remember to Sign the Bid Submission Register at the Point of Submission located in the Procurement Department.
5.0 OPENING OF EXPRESSION OF INTEREST (EOI)
5.1 The Expression of Interest (EOI) will be opened immediately after the deadline for submission at 12noon on Monday, 23rd June, 2025 in the Council’s Chamber, Federal Polytechnic Kaduna in the presence of bidders or their representatives. Interested firms are expected to adhere strictly to ALL instructions as non-compliance will constitute a ground for disqualification. Only shortlisted firms will be invited at the later date for collection of request for proposals.
Interested firms must note that Federal Polytechnic Kaduna reserves the right to verify claims made in the document submitted by them.
5.2 Please ensure that you sign the Bid Submission Register in the Office of the Secretary of the Director of Procurement Room 1 Ground Floor in the Centre of Excellence Solid Mineral, Main Campus, Tudun Wada as the Kaduna Polytechnic will not be held liable for misplaced or wrongly submitted bid. 6.0 GENERAL INFORMATION
a. Bid must be in English language and signed by an official authorized by the bidders.
b. EOI submitted after the deadline for submission would be returned unopened
c. Document shall be verified and violators shall be returned to investigating authorities
d. The implementation of the advertised projects is subject to availability fund.
e. Presence of bidder’s representative and members of the public shall not be necessary during the bid opening ceremony. The bids Opening will be covered by video recording with the physical presence of Two (2) representatives of private sector Professional Bodies and Civil Society Organization in the areas of Anti-corruption/Transparency.
f. Bidders should not bid for more than two (2) lots.
g. The Kaduna Polytechnic is not bond to shortlist any bidders and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with the Section 28 of the Public Procurement Act 2007.
h. This advertisement shall not be construed as a commitment on the part of the Federal Polytechnic Kaduna or shall it entitle tenderers to make any claims or seek any indemnity from Federal Polytechnic Kaduna by virtue of their response to the Advertisement.
