INVITATION TO TENDER FOR PROJECT EXECUTION
1.0 INTRODUCTION
Recently, Kwara State Government announced the establishment of Kwara State University of Education with the signing of the Kwara State University of Education (Establishment) Law 2024 by His Excellency the Executive Governor, Mallam AbdulRazaq Abdulrahman, CON. The university, to be cited within Kwara’s gift to the nation – the Kwara Smart City, is structured to offer unique and dedicated teacher education environment where revolutionary pedagogy would be transforming perspective on teaching and learning.
In continuation of efforts towards actualization of the strategic objectives of the institution therefore, the State Government has approved the construction of the University’s Central Admin / Senate building facility.
2.0 SCOPE OF WORK
- CONSTRUCTION OF MULTI-FLOOR CENTRAL ADMIN / SENATE BUILDING.
3.0 ELIGIBILITY REQUIREMENTS
Interested and competent Contractors willing to tender are requested to submit their company profiles which shall include the following:
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC).
ii. Evidence of registration with Kwara State Public Procurement Agency (KWPPA) in the appropriate category
iii. Evidence of Company’s Income Tax Clearance for the last three (3) years (2022, 2023 and 2024).
iv. Evidence of current Pension Compliance Certificate valid till 31st December, 2024.
v. Evidence of current Industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2024.
vi. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December, 2024.
vii. Company’s Audited Accounts for the last three (3) years (2022, 2023 and 2024).
viii. Company’s profile with curriculum Vitae of key staff including their Academic and professional qualifications
ix. Evidence of financial capability to execute the project by submission of reference letter from a reputable Commercial Bank in Nigeria.
x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificate Job Completion Certificate and Photographs of projects, etc.
xi. List of plant/equipment with proof of Ownership/lease agreement of the relevant equipment and machinery.
xii. Tenders (Technical and Financial) must be submitted in sealed envelopes
xiii. Payments of Non-refundable Tender fee.
4.0 SUBMISSION OF TENDER DOCUMENTS
Prospective Bidders are to submit tenders in two (2) hard copies each for both the technical and financial tenders packaged separately in sealed envelopes and clearly marked as ‘Technical Bid’ or ‘Financial Bids’ respectively. The two separate packages are then enclosed together in a bigger envelope, which is then sealed and the inscription “Main Gate Structures Tender, 2025” clearly made on the top Lefthand Corner. The final package should be addressed to:

Old Jebba Road, Agric, Ilorin.
Note: Name & address of the bidder should be clearly indicated on the reverse side of the sealed envelope before the package is dropped in the designated Tender Box located at the Office of the Permanent Secretary, Ministry of Housing & Urban Development, Ilorin not later 12noon of Tuesday, 2nd September, 2025.
5.0 OPENING OF TENDERS
Tender opening will come up immediately at the expiration of the submission deadline at 12:00noon of Tuesday, 2nd September, 2025, within the premises of Ministry Housing and Urban Development.
Please note that the Kwara State Ministry of Housing & Urban will not be held liable for misplaced or wrongly submitted tender documents.
6.0 GENERAL INFORMATION
i. Tenders must be in English Language and signed by an official authorized by the Company
ii. Tenders received after submission deadline for will not be opened.
iii. All costs will be borne by the bidders.
iv. Bidders can submit tenders through Post (Courier Services).
v. Arrangement of technical documents in hard copies should follow the order in the list above and appropriately paged. The technical document should have a table of content indicating the pages, which these items are to be found.
vi. The Kwara State Ministry of Housing & Urban Development is not bound to accept any bidder and reserves the right to annul the procurement process at any time without incurring liabilities in accordance with section 38 of the Kwara State Public Procurement Law, No. 7 of 2018, as amended.
