INVITATION FOR PRE-QUALIFICATION/REQUEST FOR EXPRESSION OF INTEREST FOR PROJECTS EXECUTION
1.0 INTRODUCTION:
The Office of Works, Lagos State Ministry of Works and Infrastructure is, among other things, statutorily responsible for the Construction, Rehabilitation and Maintenance of Buildings and Facilities for the benefit of the State and the citizens at large. To meet these mandates for 2025, the Ministry hereby invites Expression of Interest from prospective Contractors/Consultants/Suppliers/Service Providers with the objective of pre-qualifying these Contractors/Consultants/Suppliers/Service Providers to develop a database of service providers with the Office of Works to partner in subsequent bidding process and contract awards.
2.0 PRE-QUALIFICATION AREAS:
A. WORKS
i. Construction of Buildings/Facilities
ii. Rehabilitation of Buildings/Facilities
iii. Renovation of Buildings/Facilities
B. GOODS
i. Supply of Computer Software, Hardware and Accessories
ii. Supply of Office Equipment, Furniture, Fittings and Fixtures
iii. Supply of HVAC Equipment and Accessories
iv. Supply of Engineering/Specialize Tools, Materials and Equipment
v. Supply & Installation of Elevators, Lifts and Associated Equipment/Accessories
vi. Supply of Safety and Protective Equipment and Consumables
C. CONSULTING SERVICES
i. Consultancy (Engineering Design for Buildings and Facilities) and Projects Supervision
ii. Projects Feasibility Studies
iii. ISO Certified QA/QC and Project Management
iv. Training, Conference and Workshop
v. Health & Safety Compliance with minimal supervision
vi. Contracts Structured Report and Non-Compliance Reports showing abortive / Repetitive Works.
vii. Environmental & Social Impact Assessments.
D. NON-CONSULTING SERVICES
i. Building/Facilities Management
ii. Catering Services
iii. Vehicle Maintenance Services
iv. Equipment Maintenance/Repairs/Servicing
3.0 PRE-QUALIFICATION REQUIREMENTS
The Expression of Interest must be submitted in the following order:
a. Cover Letter duly signed by the Company’s authorized signatory indicating the specific area(s) of specialization under the four (4) headings (Goods; Works, Consulting Services or Non-Consulting Services):
b. Company Profile.
c. Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC)
d. Company’s Audited Accounts for the years (2022; 2023 and 2024):
e. Evidence of financial capability (Reference letter from a reputable bank capable and willing to provide a line of credit for project execution, if required);
f. Evidence of Technical capacity (list of equipment, staffing e.t.c.).
g. Evidence of Experience as a Prime Contractor/Consultant/Supplier (Verifiable Letters of Contract Award and Certificate of Job Completion).
h. Exact verifiable location and full address/contact; telephone numbers and Email address of the firm and authorized representative.
i. Evidence of technical partnership (Manufacturer’s authorization when necessary).
j. In case of joint Ventures, the Company shall provide evidence of the joint ventures.
k. Evidence of current registration as a Contractor/Consultant/Supplier with the Lagos State Government.
4.0 NOTE:
i. EOI /Pre-qualification submission should be very clear about the area (s) of competence and interest.
ii. Submission must be in English language only with the indication “Submission of Pre-qualification documents for Goods, Works, Consulting Services or Non-consulting Services (choose whichever is applicable).
iii. Interested applicants must note that the Office of Works, Ministry of Works & Infrastructure reserve the right to verify claims made in the Pre-qualification documents submitted by them.
iv. The Office of Works, Ministry of Works & Infrastructure shall deal directly with only the authorized Officers of interested Companies and not with their Agents.
v. This Pre-qualification exercise shall not be constructed as a commitment on the part of the Office of Works, Ministry of Works & Infrastructure, to award any Contract.
vi. The Office of Works, Ministry of Works & Infrastructure will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with response to this invitation.
vii. Ended eligible applicants may obtain further information at the Lagos State Ministry of Works & Infrastructure in Room 516, 5th floor Block 3, the Secretariat, Alausa, Ikeja OR Call Director of Procurement (Office of Works) on 08036859255.
5.0 Submission or EOI/PRE-QUALIFICATION DOCUMENTS;
The submission shall be made online via the Lagos State e-Procurement Portal: lagosppa.gov.ng
Steps on how to access the portal.
Step 1: Go to lagosppa.gov.ng (Preferably on Google Chrome Browser);
Step 2; Click on Contractor Registration.
Step 3; Enter your Username and Password to log in.
Step 4; Under Bid Opportunities, Click on the Bid Invitation from the Ministry to read through the details and submit your responses.
Only registered Contractors/Consultants/Suppliers will be able to apply via the e-Procurement Portal.
The last day for submission is 12 noon, 22nd September, 2025.
