REQUEST FOR QUOTATION FOR THE INSTALLATION OF FUELMASTER SYSTEM

The U. S. Consulate General Lagos has a requirement for a Contractor to setup and install FUELMASTER Systems at the U.S. Consulate Compound at 2, Walter Carrington Crescent, Victoria Island, Lagos; 16, Oyinkan Abayomi Street, Ikoyi, Lagos and 3, Sapara Williams Street, Ikeja, Lagos with other locations stated in the attached Statement of Work (SOW).  You are invited to submit two proposals (technical and financial).

The MANDATORY site visit for this requirement has been scheduled as follows:

Venue:  Conveyance at U. S. Consulate General, 2, Walter Carrington Crescent, Victoria Island, Lagos then to other locations.

Date: Wednesday September 3, 2025

Time: 10:00 am

To attend, please send the names of your representative not later than 12:00 noon of Wednesday August 27, 2025 to process access approval.

Due to new Government requirements for offerors to comply with the new National Defense Authorization Act (NDAA) in consonance with FAR 52.204-24, FAR 52.204-25 and FAR 52.204-26, you are required to fill the attached form.

The evaluation criteria for this requirement will include price, technical acceptability, and past performance.

For a valid quote/proposal, please note the following:

  1. Submit your proposal in two formats:
    1. Your technical proposal which must include but not limited to your methodology for meeting the requirements, performance schedule, specifications, samples/pictures/complete drawings, past performance history in petroleum engineering with valid contact information for your past and current customers in the last three (3) years, CAC certification, NDAA certification as attached, etc.
    2. Price proposal
  2. Contractor must state BOLDLY if offering alternatives.
  3. All responses and quotes on this RFQ MUST be a direct reply to this email LagosProcurement@state.gov, and have the same subject line, copying LagosProcurement@state.gov
  4. Deadline for offer submission is 12:00noon Friday September 12, 2025

You are required to submit two quotations (Technical and Price Proposal) in one email. LATE BID WILL NOT BE HONORED.

Unsuccessful offerors may not be contacted. Oral quotations will not be accepted.
