INVITATION TO TENDER FOR THE EXECUTION OF UBEC/SUBEB 1ST TO 4TH QUARTERS 2024

1.0 INTRODUCTION
The Kebbi State Universal Basic Education Board invites tenders from experienced and competent contractors for the execution of UBEC/SUBEB 1st to 4th Quarters 2024 approved intervention project.

2.0 SCOPE OF THE WORK

3.0 ELIGIBILITY REQUIREMENTS
Contractors wishing to submit Tender for Lots a-m should submit the followings:

i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC);

ii. Evidence of Company Incomes Tax Clearance Certificate for the last 3 years (2022, 2023 and 2024) valid till 31st December 2025.

iii. Evidence of Current Pension Compliance Certificate valid till 31st December 2025.

iv. Evidence of Current Industrial Training Fund (ITF) compliance certificate valid till 31st December 2025

v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance certificate valid till 31st December 2025

vi. Evidence of Registration on the National Database of Federal Contractors’, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) expiring on 31st January, 2026 or Valid Certificate issued BPP.

vii. Company’s profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualification (COREN, CORBON, ARCON etc. for construction works;

viii. List of Plants/Equipment with proof of ownership/lease verifiable documentary evidence of at least 3 similar jobs (to the one interested) in the last 5 years (2019 to date) including letters of award, valuation certificates job completion certificates and photographs of projects.

ix. Company’s Audited Accounts for the three (3) years (i.e 2022, 2023 and 2024)

x. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Kebbi State Universal Basic Education Board or the Bureau of public procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm all information presented in the bid are true and correct in all particulars.

xi. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial Bank in Nigeria, indicating willingness and readiness to provide credit facility for the execution of the project when needed;

xii. All document for submission must be transmitted with covering/forwarding letter under the company/Firm letter Head Paper bearing amongst others, the registration number (RC) as issued by Corporate Affairs Commission (CAC). Contact address, telephone number (preferably GSM no.) and e-mail address, the letter head paper must bear the names nationality of the directors of the company at the button of the page, duly signed by the authorised officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS
Interested Company should collect Standard Bid Document (SRB) from the Procurement Department of the Kebbi State Universal Basic Education Board (KBSUBEB) No. I Iliyasu Bashar Road (Dukku Barrack Junction) PMB 1101, Birnin Kebbi, Kebbi State after payment of a non refundable fee of ₦10,000 (Ten Thousand Naira Only) per Lot into KBSUBEB dedicated account to be paid and receipt collected at the office of the accountant Matching Grant.

5.0 SUBMISSION OF TENDER
The prospective Bidders are to submit for each lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in Ms Excel format, package in separately in seal envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in one bigger sealed envelope address to: The Executive Chairman, Kebbi State Universal Basic Education Board (KBSUBEB) No. I Iliyasu Bashar Road (Dukku Barrack Junction) PMB 1101, Birnin Kebbi, Kebbi State and clearly marked with lots number, furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop at the designated Tender Box at the Procurement Department not less than 12: noon on Thursday, 9th October 2025.

6.0 OPENING OF BIDS
The technical Bids will be opened immediately at KBSUBEB conference Room at 12:00 noon on Thursday, 9th October 2025 in the presence of all bidders or their representatives. Please ensure that you singed the Bid submission register in the Procurement Department while submitting Bids as the KBSUBEB will not be liable for misplace or wrongly submitted Bids. 7.0 GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened
c. Bidders should not bid for more than four (4) lots;
d. All costs will be borne by bidders;
e. Only pre-qualified bidders at the technical evaluation would be invited at a later date for financial bid opening, while financial bids of unsuccessful bidders would be returned un-opened.
f. The KBSUBEB is not bound to pre-qualify or short-list any bidder and reverse the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
