INVITATION FOR BIDS (IFB) FOR PROJECTS EXECUTION
IFB/ETF/P/253/2025
1.0 INTRODUCTION
Oyo State Education Trust Fund (OYO ETF) No 2B, Oba Akenzua Crescent, Onireke GRA, Ibadan intends to undertake the contracts for the procurement of Science Equipment/Materials to selected Secondary Schools in the State as presented in the table below:
2.0 LIST OF PROJECTS

Ibadan 6 Weeks Lot 2 Supply of Science Equipment/ Material for Selected Public Secondary Schools (Chemistry). Ibadan 6 Weeks Lot 3 Supply of Science Equipment/ Material for (Biology). Ibadan 6 Weeks
Bidding will be conducted through Open Tendering Method as specified in the Oyo State Public Procurement Guidelines for Goods and are open to all bidders as defined in the guidelines.
OYO STATE EDUCATION TRUST FUND now invites sealed bids from eligible and qualified contractors for the above contracts as detailed in the bidding document.
3.0 QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent Contractors wishing to carry out the projects as described above will be required to submit the following documents:
(1) Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
(2) Company Tax Clearance Certificate for the past three years. (2022-2024)
(3) Possession of experience as a Prime Contractor in at least (2) projects of similar nature and complexity with verifiable letter of contract award and certificate of job completion within the past Five (5) years.
(4) Detailed Company Profile and Organisation Structure including names and telephone numbers of key personnel (Technical/Managerial).
(5) Evidence of financial capability. (Reference letter from reputable Bank)
(6) Evidence of Director(s) Personal Tax Clearance and Development Levy for the past three years. (2022-2024)
(7) Company’s Audited Accounts Statement Report for the past three years. (2022-2024)
(8) Copy of VAT Registration with TIN Number and evidences of VAT remittances for the past 3years. (2022- 2024
(9) Evidence of registration with Oyo State Bureau of Public Procurement (BPP)
(10) Sworn Affidavit disclosing:
(a) Whether or not any officer of the relevant committee of procurement entity or bureau is a formal or present Director, shareholder or has financial interest in the bidder and confirm that all information presented in its bids are true and correct in all particulars
(b) That the company is not in receivership of any form of insolvency, bankrupt proceedings nor the subject of any form of widening up petition or proceedings
(c) That none of any of the Directors of the company has been convicted in any country for financial crime relating to fraud or financial impropriety of falsification of facts relating to any matter
(11) Evidence of payment of non-refundable tender fee of Fifty thousand naira N50,000.00 for Physics, Thirty thousand naira N30,000.00 for Chemistry, Twenty thousand naira N20,000.00 for Biology.
(12) Letter of consent to allow for verification of all the documents submitted.
4.0 IMPORTANT INFORMATION
(i) Additional details are provided in the Bidding Documents
(ii) All claims must be adequately substantiated with documents and must be verifiable.
(iii) The Oyo State Education Trust Fund shall deal directly with only the authorized officers of interested companies and not with their agents.

(v) The Oyo State Education Trust Fund will not be responsible for any cost or expenses incurred by any interested party (i.e) in connection with site inspections or responses to this invitation.
(vi) The Oyo State Education Trust Fund reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
(vii) Late submission will be rejected.
Interested bidders may obtain further information from and inspect the bidding document at the Oyo State Education Trust Fund, (Office of the Director, Planning, Research & Statistics) between 10am and 2pm from 18th September to 2nd October, 2025.
5.0 A completed Bidding Document in English Language may be collected by interested bidders at the above address, upon submission of evidence of payment of non-refundable tender fee and written application to Office of the Director, Planning, Research & Statistics, OYO STATE EDUCATION TRUST FUND, Onireke, Ibadan.
6.0 SUBMISSION OF BID DOCUMENTS
(1) One (1) original copy and two (2) other copies of bids are to be delivered in sealed envelope clearly marked with the project desired, e.g “IFB/ETF/P/253/2025 (Lot—) Procurement of Science Equipment/Materials for Selected Public Secondary and address to: The Director Cabinet, Cabinet Department, Office of the Executive Governor, Secretariat, Ibadan and delivered at the same address on or before 12 noon on 2nd October, 2025.
(2) All bid documents should be arranged and bounded as listed in paragraph 3.
7.0 BID OPENING:
Bids will be opened in the presence of bidders’ representatives who choose to attend on 2nd October, 2025 at 12 noon, at the Cabinet Office, Office of the Executive Governor
