INVITATION TO TENDER FOR PROJECTS EXECUTION
The Borno State Government through the Ministry of Reconstruction, Rehabilitation and Resettlement in compliance with Borno State Bureau on Public Procurement law 2019 is desirous of Constructing Ten (10) Blocks of Two (2)-Bedroom Semi-Detached One-Storey Buildings, Construction of Fence, Gate House, External Works and Supply and Installation of 40 Solar Streetlights, at Dikwa Town, Dikwa Local Government Area, Drilling of Borehole, Construction of Steel Stanchion, Provision of Solar Power, Construction of Fence for the borehole, construction of 2 fetching points and reticulation works, at Dikwa Town, Dikwa Local Government Area, Supply and Assembly of Furniture for 40 Housing units and a gatehouse, at Dikwa Town, Dikwa Local Government Area, Supply and Installation of Solar Power System to 40 Housing units and Gatehouse, at Dikwa Town, Dikwa Local Government Area of Borno State; with funding received from United Nation Development Programme (UNDP), under the UNDP Regional Stabilisation Facility (RSF) for Lake Chad, Nigeria Window. Interested, reputable and suitably qualified contractors are hereby invited to submit bid. Furthermore, Bidding will be conducted in accordance with the National Competitive Bidding method and is therefore open to all bidders.

2.0. ELIGIBILITY REQUIREMENTS
1. Evidence of registration with the Corporate Affairs Commission, including Certified True Copy (CTC) of memorandum and Article of Association, (Form CAC 02 & CAC 07).
2. Evidence of Valid Registration with Borno State Bureau on Public Procurement and payment of relevant fees.
3. Evidence of Company’s Income Tax Clearance Certificate (TCC) for the last three years.
4. Evidence of PENCOM (Current Pension Clearance Certificate).
5. Evidence of Current Nigeria Social insurance Trust Fund (NSITF) Compliance Certificate.
6. Evidence of registration with Industrial Training Fund (ITF)
7. Audited financial Report and Account for the last three years.
8. Verifiable Documentary Evidence of at least three (3) similar works successfully/ongoing project, including Letter of Awards, Contract Agreements, job completion certificates and photographs of the project.
9. Company’s Profile, with Curriculum Vitae of relevant professionals/Technical Staff to be deployed for the project.
10. Sworn affidavit from court of competent jurisdiction in Nigeria, disclosing as follows;
i. That the company is not in receivership
ii. Compliance with Public Procurement Law, 2019.
iii. That the Director(s) has/have never been convicted by any court of law
iv. That the Company has not been debarred by any Government Agency
NB.
There is a waiver for item 4,5 &6 for domestic tenderers (Borno State Indigenous Contractors)
3.0 COLLECTION OF TENDER DOCUMENTS
Interested eligible Bidders may obtain further information and collect the tender documents from Director Planning Research and Statistics (DPRS) of the Ministry of Reconstruction, Rehabilitation and Resettlement, Idris Alooma Street, Old GRA, Maiduguri upon payment of appropriate non-refundable Tender fees, from 15th October, 2025 to 4th November, 2025.
4.0 SUBMISSION OF TENDER
Completed Technical and Financial bids should be submitted in two (2) different envelopes labelled “Technical Bid” and “Financial Bid” respectively with the company name indicated at the back of the envelop. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial) and addressed to: The Chairman Tenders Board, Borno State Ministry of Reconstruction, Rehabilitation and Resettlement, Idris Alooma Street, Old GRA, Maiduguri and deposited into the TENDERS BOX in the Office of the Permanent Secretary on or before 4th November, 2025. Bidders are to ensure that they sign all pages of the Bidding Documents.
6.0 OPENING OF TECHNICAL DOCUMENTS
Tender will be opened immediately after the deadline for submission of 12:00 noon, 4th November, 2025, in the conference hall of the Ministry. Please also ensure that you sign the Bid Submission Register, as the Ministry will not be held liable for misplaced or wrongly submitted bids.

8.0 Note:
- Tenders submitted after deadline of submission will be rejected.
- Borno State Ministry of Reconstruction, Rehabilitation and Resettlement is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 30 of the Borno State Public Procurement Law, 2019.
- Any tender that does not comply with the above requirements or any form of deviation from the requirements will be rejected.
- Only eligible bidders that met the requirement of the Ministry would be allowed to submit financial bid
