INVITATION FOR PREQUALIFICATION AND TENDER IN RESEPECT OF PROPOSED CONSTRUCTION OF LABORATORY, MORTUARY, KITCHEN, X-RAY UNIT, LINKING CORRIDOR AND STORE/MAINTENANCE OFFICE AT NEWLY CONSTRUCTED 6NO GENERAL HOSPITALS: GANTSA, GARKI, GURI, GWIWA, GAGARAWA, AND KIRIKSAMMA, SUPPLY AND INSTALLATION OF DIALYSIS MACHINES AT DUTSE, KAZAURE AND RINGIM, GENERAL RENOVATION OF HADEJIA, GUMEL, KAZAURE AND BIRNIWA GENERAL HOSPITALS, SUPPLY, INSTALLATIONS AND TRAINING OF MEDICAL EQUIPMNET AT GUMEL ORTHOPAEDIC HOSPITAL.

Jigawa State Government has planned to construct laboratory, mortuary, kitchen, x-ray unit, linking corridor and store/maintenance office at newly constructed 6no general hospitals: Gantsa, Garki, Guri, Gwiwa, Gagarawa, and Kiriksamma, Supply and installation of dialysis Machines at Dutse, Kazaure and Ringim General hospitals, General renovation at Hadejia, Gumel, Kazaure, Birniwa General hospitals, supply, installation and training of medical equipment to Gumel Orthopaedic hospital. In Compliance with Jigawa State Procurement Law No. 13 of 2019, the State Ministry of Health wishes to notify interested bidders to participate in the process.
PROJECT SCOPE:
The Scope of the project is as follows:
- Proposed Construction of laboratory, Mortuary, kitchen, x-ray unit, linking corridor and store/maintenance office at newly constructed 6No General hospitals: Gantsa, Garki, Guri, Gwiwa, Gagarawa, and Kiriksamma,
- Supply and installation of Dialysis Machines and other Equipment at Dutse, Kazaure and Ringim General Hospitals,
- General Renovation of Hadejia General Hospital
- General Renovation of Gumel General Hospital
- General Renovation of Kazaure General Hospital
- General Renovation of kazaure Psychiatric Hospital
- General Renovation of Birniwa General Hospital
- Supply, installation and training of Medical equipment at Gumel Orthopaedic Hospital
2. ELIGIBILITY REQUIREMENTS
Bidding document should be submitted along with the following documents:
I.Certificate of Incorporation with Corporate Affairs Commission
II.Certified True Copy of Memorandum and Article of Association
III.Evidence of registration with Jigawa State Works Registration Board
IV.Tax clearance certificate for the last three (3) years
V.Audited Account for the Last One (1) Year
VI.VAT Registration and Evidence of Past Remittance
VII.Evidence of financial capability and banking support
VIII.Company’s Average Annual Turn Over of not less than N100 Million (For lot 1,the turnover is not less than 150 million)
IX.That the Company have fulfilled all obligations to pay taxes, pensions, ITF Contribution and social security contributions
X.Evidence of execution and completion of similar Projects at least 3 in the last 5 years
XI.Verifiable evidence of Company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc.
XII.A sworn affidavit certifying as Follows:
a)That the document submitted for the pre-qualification exercise are not only genuine but correct
b)That none of the directors of the Company has been convicted by any court of law
c)That the Company is not bankrupt.
d)That none of the officers of Jigawa State/Local Government is a present or former director of the Company.
XIII Any other relevant information that will help in determining the Company’s suitability for the work.
4. COLLECTION OF TENDER DOCUMENT
Bidding Documents could be obtained upon payment of non-refundable fee (defending on the revised contract threshold) for each of the lots to the State Revenue Account effective from Wednesday, 15th October, 2025 to Wednesday, 26th November, 2025 by 12.00 noon.
5. SUBMISSION OF BIDDING DOCUMENT
1.The opening date is Wednesday 26th November, 2025
2.Companies are to submit their bids to the office of the Honourable Commissioner Ministry of Health on or before Wednesday, 26th November, 2025.
3.A scanned copy of bid security of not less than 2% of the bid price either in form of insurance bond or bank guarantee addressed to the Honourable Commissioner, Ministry of Health Jigawa State, Dutse, Jigawa State.
4.Prequalification of Technical and financial bids should be submitted in two different sealed envelopes, (1 original and 2 photocopies in a bigger envelope) addressed to the Honourable Commissioner Ministry of Health, Block B New Secretariat Complex, Takur Dutse.
5.Similarly, the original of company’s profile, signed forwarding letter with attached bill, bid security and a copy of the sworn Affidavit in hard copy should be send to Honourable Commissioner, Ministry of Health Jigawa State, Dutse, Jigawa State
6.Bids shall be valid for a period of 120 days (4month) after Bid opening.
7.Bids submitted after the deadline for submission will be returned un-opened.
8.This advert shall not be construed as commitment on part of the Jigawa State Ministry of Health, nor shall it entail a Company to make any claim(s) whatsoever and/or to be any indemnity from the Jigawa State Ministry of Health by Virtue of such Company having responded to this advertisement.
9.All costs will be borne by the bidders as the Jigawa state Ministry of Health will not be held responsible for any cost or expenses incurred by any interested party i.e. in connection with any response to this invitation.
10.The jigawa State Ministry of Health reserves the right to annul the procurement process at any time without incurring any liabilities
