REQUEST FOR EXPRESSION OF INTEREST AND INVITATION TO TENDER FOR CONSULTANCY FOR PROPOSED RENOVATION WORKS TETFUND CONSORTIUM
1.0 INTRODUCTION
The Federal College of Education (Technical), Akoka established since 1967 with the main objective of educating and producing Technical Teachers is desirous of embarking on the execution of the some approved projects in pursuance of its functions and in compliance with the Public Procurement Act 2007 (as amended).
In compliance with the Public Procurement Act 2007, the College hereby invites experience and competent Consultants Consortium) to submit Expression of Interest for execution of projects to be funded through Year 2025 Tertiary Education Trust Fund (TETfund) Intervention.
2.1 SCOPE OF WORK
- LOT 1: Consultancy for proposed renovation works TETFund Consortium (Architect, structural engineer, M&E Engineer, Quantity Surveyor and Project Manager)
3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including forms CAC2 and CAC7 (or CAC1.1 as applicable);
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2022, 2023 & 2024) valid till 31st December, 2025;
c. Evidence of Current Pension Clearance Certificate valid till 31st December, 2025;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP.
Please note: The photocopy of the original certificates issued (from a-f) on the above claims are essential.
g. Evidence of Firm’s registration with relevant regulatory professional regulatory body e.g.: ARCON/CORBON/COREN/QSRBN/NIOB e.t.c
h. Sworn affidavit:
- disclosing whether or not any officer of the relevant committees of Federal College of Education (Technical), Akoka or the Bureau of Public Procurement is a former or present Director, Shareholder, or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- that the company does not have any Director who has been convicted in any Country for criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
- that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject form of winding up petition or proceedings;
- that all Documents/Information submitted are both GENUINE and UP-TO DATE
i. Company’s Audited Accounts for the last three (3) years – (2022, 2023 & 2024 ) duly acknowledge by the FIRS;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as, ARCON, CORBON, COREN, QSRBN and practicing license etc.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last Five (5) years including Letters of awards, Valuation Certificates, Job Completion Certificate and Photographs of the Projects.
l. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 SUBMISSION OF Expression of Interest (EOI)
Interested firms are two (2) bound of Expression of Interest” (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to : The Ag. Provost, Federal College of Education (Technical), Akoka. P.O. Box 269 Yaba, Lagos. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box located in the Procurement office located within the Provost Block FCE (T) Akoka not later than 12noon on Thursday 9th October, 2025 (two weeks counting from the date of advertisement).
5.0 OPENING OF EOI DOCUMENTS
The EoI documents will be opened immediately after the deadline for submission by 12noon on Thursday 9th October, 2025, in the College Academic Board Room in the presence of bidders or their representatives. Please, ensure that you sign the EoI Submission Register in the Procurement office as the Federal College of Education (Technical) Akoka will not be held liable for misplaced or wrongly submitted bids. 7.0 GENERAL INFORMATION
a. EoI must be in English Language and signed by the official authorized by the bidder;
b. EoI submitted after the deadline for submission would be returned un-opened;
c. All cost will be borne by the bidders;
d. Only the shortlisted firms will be contacted at a later date for collection of Request for Proposals;
e. The Federal College of Education (Technical) Akoka is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
