INVITATION FOR BIDS FOR THE EXECUTION OF PROJECTS
1. The Federal Republic of Nigeria has received financing from the African Development Bank (AfDB) hereinafter called the Bank toward the cost of the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB)-Nigerian Component, and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Hydrological Equipment for Strengthening Climate and Weather Information (in three Lots).
2. The Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB)-Nigerian Component now invites sealed Bids from eligible Bidders for:
- Lot 1: Supply, Installation and Operation of Hydrological Stations Equipped with Manual Staff Gauges for Data Acquisition;
- Lot 2: Supply and Installation of Automatic Weather Observation Station (AWOS); and
- Lot 3: Supply and Installation, Testing and Commissioning of Telemetry System (Data Collection Platform) for data acquisition.
3. Bidding will be conducted through the Open Competitive Bidding, OCB procedures as specified in the Bank’s (October 2015) and is open to all eligible Bidders as defined in the Procurement Framework.
4. Interested eligible Bidders may obtain further information from Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB)-Nigerian Component and inspect the Bidding document during office hours 8:00 a.m. to 4:00 p.m. at the address given below.
5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of NGN50,000 for each lot. All payments must be made through REMITA into the following account: Niger Basin Authority African Development Bank Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin
6. Bids must be delivered to the address below Programme for the Integrated Development and Adaptation to the Climate Change in Niger Basin (PIDACC/NB), on or before 18th November, 2025 by 12:00 Noon Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:30 p.m. on 18th November, 2025.
7. All Bids must be accompanied by a Bid Security in the form of a Bank Guarantee from a reputable Bank in the amount of:
Lot 1: ₦1,100,000.00
Lot 2: ₦1,300,000.00
Lot 3: ₦4,100,000.00
