INVITATION FOR BIDS (IFB) FOR THE PROCUREMENT OF DRUGS AND HEALTH COMMODITIES
INTRODUCTION
OGUN STATE DRUGS AND HEALTH COMMODITIES MANAGEMENT AGENCY (OGDHCMA) has responsibility to procure, store and distribute medicines, medical and other medical consumables in Ogun State. The Drugs and Health Commodities Management Agency has secured the approval for the Procurement of Drugs and Health Commodities listed in the table below:
2. TABLE OF REQUIREMENT

Bidding will be conducted through State Competitive Bidding (SCB) procedures as specified in the Ogun State Public Procurement Guidelines for goods and are open to all eligible bidders as defined in the guidelines.
The Drugs and Health Commodities Management Agency now invites sealed bids from eligible suppliers for the above drugs and health commodities as detailed in the bidding documents.
3. BID QUALIFICATION REQUIREMENT AND CRITERIA
Interested and competent supplier wishing to carry out the supply as described above will be required to submit the following documents:
(i) Evidence of incorporation with CAC
(ii) Current Registration of Premises with PCN
(iii) Current Annual License to Practice of the Superintendent Pharmacist
(iv) Evidence of Tax Clearance Certificate for the past three (3) years i.e. (2022-2024).
(v) Evidence of NAFDAC GMP Certificate (for manufacturers only)
(vi) Evidence of current Distributors Certificate (for distributors only)
(vii) Evidence of PAYEES Tax Deductions
(Viii) Evidence of current registration with OGUN STATE Government (Bureau of Public Procurement with appropriate category
4. Note
i. Additional details are provided in the bidding documents
ii. All claims must be adequately substantiated with documents and must be verifiable
iii. The OGDHCMA shall deal directly with only the authorized officer of interested companies and not with their agents.
iv. The bidding exercise shall not be construed as a commitment in the part of the OGDHCMA to award the contract to anyone or even award the contract at all.
v. The OGDHCMA will not be responsible for any cost of expenses incurred by any interested party(ies).
vi. The quantities specified are estimated quantities only. Any supplies to be provided under the agreement for this contract shall be ordered by the issue of table of award under a framework agreement for Twelve months with the following features:
a. A fixed price of Twelve months duration from the agreement signing date;
b. Delivery shall be effected on request as shall be specified in the schedule of delivery.
c. Total quantities delivered shall be quantities specified in the schedule of requirements subjects to utilization by health facilities.
Interested eligible bidders may obtain further information from and inspect the bidding document at the office of the Executive Secretary Ogun State Drugs and Health Commodities Management Agency, DMA Building, State Secretariat, Oke Mosan, Abeokuta.
5. COLLECTION OF BID DOCUMENT
Interested eligible bidders or their representatives may obtain the bidding documents from the office of the Executive Secretary, Ogun State Drugs and Health Commodities Management Agency, Abeokuta from Thursday, 10th October, 2025 from 9:00am to 3:00 pm (Monday to Friday, except on public holidays).
In order to bid, a complete set of the bidding documents has to be purchased by interested bidders who are registered with Ogun State Drugs and Health Commodities Management Agency as from 9:00am to 3:00pm upon payment of a non-refundable fee of Forty – Five Thousand Naira (N45,000.00) in bank draft from any commercial bank payable to Bank: Globus Bank Account Name: Ogun DMA Mark-up Account. Account Number: 1000422421.
6. BID SUBMISSION
All bid documents must be submitted in a sealed envelope and addressed to the Executive Secretary,Ogun State Drugs and Health Commodities Management Agency, DMA Building, State Secretariat, Oke-Mosan, Abeokuta on or before 12noon Tuesday 28th October, 2025 and must be accompanied by bid security of 2% of the bid amount. The bid security must be in form of a bank certified cheque or bank Guarantee issued by a commercial bank in Nigeria. Electronic bidding will not be permitted. Late bids will be rejected.The Bid closes 12noon Tuesday 28th October, 2025.
7. BID OPENING
Bid shall be opened 12noon Tuesday 28th October, 2025, at DMA Hall, State Secretariat, Oke-Mosan, Abeokuta. Soft copy of the Bid shall be submitted after the Bid Opening.
