REQUEST FOR EXPRESSION OF INTEREST FOR PROJECTS EXECUTION
1.0. INTRODUCTION:
University of Benin, Edo State in compliance with the requirements of the Public Procurement Act 2007, hereby invites interested, competent and reliable consultant/firm with proven experience and good track record of performance to submit Expression of Interest for Needs assessment projects and special intervention projects funded by the Federal Government.
2.0. SCOPE OF SERVICES:
The Projects for which the consultancy Services are invited for are as follows
- CONSULTANCY SERVICES FOR SPECIAL INTERVENTION OF INFRASTRUCTURAL FACILITIES.
- CONSULTANCY SERVICES FOR THE REVITALIZATION OF NEEDS ASSESSEMENT PROJECTS.
ELIGIBILITY CRITERIA:
Interested and reputable consultant/firms are required to possess the under-listed verifiable requirements to be eligible for these services.
a. Evidence of certificate of incorporation with corporate affairs commission (CAC) including form CAC2 and CAC7.(also include proof of yearly returns)
b. Evidence of current firm income tax Clearance Certificate for the past three (3)years valid to 31st December, 2025 ( years 2022, 2023, 2024)
c. Evidence of Pension Compliance Certificate valid till 31st December, 2025.
d. Evidence of current industrial training fund (ITF) Compliance Certificate valid till 31st December, 2025.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submitting Interim Registration Report (IRR) valid till 31st December, 2025 or valid Certificate issued by BPP.
g. Evidence of Registration with all relevant professional bodies such as ARCON, COREN, SURCON, QSRBN, CORBON etc. as a consortium
h. Firm/company Audited Accounts for the last three years. (I. e 2022, 2023, 2024).
i. Detailed Company Profile stating: 1. Description of similar jobs, 2. Availability of appropriate skills among staff. 3. Mode of operations.
j. For JVs include MOU (indicating the responsibilities and duties of the individual firms constituting the JV. The Lead Consultant- the firm, who has the most relevant core competence for the assignment, must be indicated in the Consortium’s MOU).
k. Current sworn Affidavit disclosing:
- That the Company is not in receivership;
- That the Company does not have any Director who has ever been convicted in any court in Nigeria or any other Country for criminal offence such as fraud or financial impropriety;
- Whether or not any staff of the University of Benin is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars.
l. All documents for submission must be transmitted with a covering /forwarding letter under the company/firm’s letter Head paper bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC).

3.0. SUBMISSION OF EOI DOCUMENTS:
Two copies of the Expression of Interest should be package in sealed envelopes clearly marked. For example: CONSULTANCY SERVICES FOR SPECIAL INTERVENTION OF INFRASTRUCTURAL FACILITIES and addressed to;
The Director of Procurement, University of Benin, Benin City. Edo State
Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and drop in the designated box at the Procurement Unit, University of Benin, Ugbowo Campus, water scheme complex. Not later than Friday, 7th November, 2025 please ensure that you sign the Bid submission Register in the Office of Director of Procurement, university of Benin, water scheme Complex.
4.0. OPENING OF EXPRESSION OF INTEREST (EOI):
The EOI documents will be opened immediately after the deadline for submission being Friday 7th November, 2025 by 12:00 noon in the Senate Chambers of the University of Benin, Benin City in the presence of bidders or their representatives.
5.0. OTHER INFORMATION:
A. Only short-listed Consultancy firms will be invited for further consideration.
B. EOI must be in English Language and signed by an official authorized by the Bidder.
C. All cost will be borne by the Bidders.
