INVITATION FOR BIDS FOR THE RENOVATION OF OFFICE BUILDING AND COMPLETION OF ABANDONED OFFICE COMPLEX

(1.0) INTRODUCTION:

The Oyo State Government of the Federal Republic of Nigeria intends to carry out the projects tabulated below and hereby invites bids from interested and eligible contractors. Bidding will be conducted through open competitive tendering method.

(2.0) BID REQUIREMENTS:
Interested contractors are required to submit the following documents:

(a) Certificate of Company’s registration with the Corporate Affairs Commission (CAC) with the inclusion of Memorandum and Article of Association:

(b) Company Income Tax Clearance Certificate of Limited company for the last Three (3) years (2025, 2024 & 2023);

(c) Personal Income Tax Clearance Certificate of Two (2) Directors of the Company for the last Three (3) years (2025, 2024 & 2023);

(d) Evidence of registration of Business Premises with the Ministry of Trade and Investment, Oyo State;

(e) Evidence of registration with Oyo State Bureau of Public Procurement (BPP);

(f) Possession of experience as a Prime Contractor in at least Two (2) projects of similar nature and complexity with verifiable letter of contract award and certificate of job completion within the last Five (5) years (2025, 2024, 2023, 2022 & 2021);

(g) Detailed Company Profile and Organisational Structure including names and telephone numbers of key personnel. (Technical/ Managerial);

(h) Evidence of Financial Capability/Reference Letter from a reputable bank;

(i) Company’s Audited Accounts for the last Three (3) years (2025, 2024 & 2023);

(j) Sworn Affidavit disclosing:

(l) Whether or not any officer of the relevant committees of the procurement entity or Bureau is a former or present Director, shareholder or has financial interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.

(i) That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings nor the subject of any form of winding up petition or proceedings.

(ii) That none or any of the directors have been convicted in any country. for criminal offences relating to fraud or financial impropriety or criminal misrepresentation of falsification of facts relating to any matter.

(iii) Evidence of payment of a non-refundable tender fee of 20,000.00 per lot into Oyo State Board for Technical and Vocational Education, 8304203012, First City Monument Bank.

(3.0)  SUBMISSION AND OPENING OF BIDS:

(1) All tender documents should be arranged and bounded as listed below:

(i) Three (3) sets of the documents i.e., one (1) original and two (2) other copies, should be enclosed in separate envelopes with “Original” and “Duplicate” imprint written on the top right corner of the envelope.

(ii) The three (3) envelopes should be enclosed in a bigger envelope with the desired project lot title written on the top right corner of the envelope.

(iii) The bounded tender document should be addressed to:

Office of the Executive Governor,
Oyo State Secretariat, Ibadan.

(v) The tender document should be delivered to the same address not later than 12:00 noon on 08 April, 2026.

(2) Bids will be opened in the presence of the bidders and/or their representatives who choose to attend immediately after the expiration of the tendering period at 12:00 noon on 08 April, 2026 at “The Cabinet Office, Office of the Executive Governor, Oyo State Secretariat, Ibadan”.

(4.0) IMPORTANT INFORMATION:

(i) The Oyo State Board for Technical and Vocational Education will not be responsible for any cost or expenses incurred by any interested party in connection with site inspection(s) or response to this invitation.

(ii) The Oyo State Board for Technical and Vocational Education reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.

(iii) The tendering exercise shall remain open for a period of ten (10) working days from the date of this advertisement.

(iv) All late submission shall be rejected.
