INVITATION FOR PRE-QUALIFICATION/ INVITATION TO TENDER FOR PROJECTS EXECUTION
PROCUREMENT NO.: JG/MOWR/RWSTN/WORKS/NCB/2026/001

(A) PREAMBLE

The Government of Jigawa State in its effort to increase access to portable water supply and improve sanitation in the Rural communities wishes to through the Rural water supply and sanitation Agency (RUWASA) invite tenders from reputable contractors for the Construction of water and sanitation facilities across the state (under 2026 capital projects)

This invitation is in accordance with the Jigawa State Public Procurement Law and aims to enhance water and sanitation efficiency through Jigawa state Rural Water supply and sanitation Agency (RUWASA)

SCOPE OF THE WORK:

The projects are divided into six Lots (Lot 1 -6) which include construction of water and sanitation facilities as details below:

(B) MANDATORY REQUIREMENTS

Interested Bidder must have the following requirement:

(a) Certificate of incorporation with cooperate Affairs Commission

(b) Tax clearance for the last three years

(c) Evidence of registration with Jigawa state works registration board in relevant category

(d) Company’s audited account for the last one year

(e) Power of Attorney.

(f) Verifiable evidence of complete Company profile and technical qualification of key technical personnel registered with relevant professional bodies (COREN, CORBON, QSRBN etc.)

(g) That the company have fulfilled all obligations to pay taxes, pensions and social security contributions

(h) Evidence of similar projects executed (letter of award and completion certificate) at least three (3) within the last five (5) years.

(i) Description and list of relevant procurement

(j) VAT registration and evidence of past remittances

(k) Company’s average annual turnover of not less than N100M

(l) A sworn of affidavit certifying as follows:

(i) That none of the director of the company has been convicted by any court law

(ii) That the document submitted for the prequalification exercise are not only genuine but correct

(iii) That the company is not bankrupt

(iv) That none of the officers of Jigawa State/Local government is a present director of the company

(C) COLLECTION AND SUBMISSION OF TENDER DOCUMENTS

Interested bidders are pay non-refundable tender fee of Five Hundred Thousand Naira (N600,000.00) only at Jigawa state Board of internal revenue and present evidence of payment to Procurement office of the Jigawa state Rural water supply and sanitation Agency (RUWASA) for collection of bidding document at Shuwarin, Dutse from the date of publication of the advert and between 9:00am to 4:00pm Mondays to Fridays, except on public holidays.

(D) SUBMISSION OF TENDER DOCUMENT

An original copy and a duplicates of company’s profile shall be enclosed in a separate envelope and a signed bid submission letter on the company’s letter head with attached bills, original copy of bid security of not less than 2% of the total bid price in form of Bank Guarantee or Insurance Bond and a copy of the sworn of Affidavit in the original envelope and should be enclosed in one large envelope addressed to The Managing Director, Rural water supply and sanitation Agency (RUWASA), Shuwarin, Dutse, Jigawa state. Shall be submitted on or before 12.00 Noon Tuesday, 07 July, 2026. Bids shall be valid for a period of 120 days (4month) after Bid opening.

(E) OPENING OF BIDS

Bids will be opened immediately after the closing of submission on Tuesday 07 July, 2026 at the Conference Hall of Jigawa state Rural water supply and sanitation Agency (RUWASA), Shuwarin, Dutse, Jigawa state

(F) GENERAL INFORMATION

However, bidders should note the following information:-

(i) Bids submitted after deadline for submission will be denied

(ii) Only financial bids of successful pre-qualified bidders will be opened

(iii) This advert shall not be constructed as commitment on the part of the Jigawa State Rural water supply and sanitation Agency nor shall it entail a company to make any claims whatsoever from the Jigawa State Rural water supply and sanitation Agency by virtue of such company having responded to this advert

(iv) All cost will be borne by the bidders as the Jigawa State Rural water supply and sanitation Agency will not be held responsible for any cost or expenses incurred by any interested party (i.e) in connection with any response to this invitation.

(v) The Jigawa State Rural water supply and sanitation Agency reserves the right to annul the procurement process at any time without incurring any liabilities.

(vi) Alternative bid will not be accepted.

(vii) Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
