INVITATION FOR TENDER FOR PROJECT EXECUTION
1. INTRODUCTION
The Abubakar Tafawa Balewa University Teaching Hospital (ATBUTH) Bauchi is established to deliver timely Health services, with effective supervision in an efficient and Economic manner as well provide capacity building and improve personnel through Trainings and Research. ENABLE 1.5 Project has allocated funds for the procurement of Project Vehicle for ATBUTH Bauchi. Reputable and competent Companies with relevant experience and good track records are hereby invites to indicate interest for the following:
2. SCOPE OF THE PROJECTS

3. ELIGIBILITY REQUIREMENTS
Suitable qualified Companies are invited to submit Three (3) bound copies of Technical documents duly signed, paginated, separated and arranged in the order outlined hereunder:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7, Business Name with Form BN1 is also acceptable;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025; with a minimum annual turnover (as stated in the TCC & concurrent with the audited accounts)
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Firm’s Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
- Whether or not any officer of the relevant committees of the Abubakar Tafawa Balewa University Teaching Hospital Bauchi or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- That the company is not in receivership or about to be in receivership or not replacement for a hitherto tax defaulting company.
- That the Company is not subject to any form of Insolvency or bankruptcy proceedings or the subject of any form of winding down petition or proceedings;
- Not to have any Director who has been convicted in any country for Criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025 duly certified by Auditor,
i. Evidence of Financial capability or Reference letter from a reputable Commercial Bank in Nigeria clearly indicating willingness to provide credit facility for the execution of the project.
j. Company’s profile with Curriculum Vitae of Key staff to be deployed for the project, including copies their license/Certificate such as COREN, or Certificate qualifying them as Professional Automobile Engineers;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Job Completion Certificates and Photographs of the projects;
l. Letter of Authorization from the original Manufacturers in accordance with approved list of accredited locally manufactured brand in Nigeria by the National Automotive Design and Development Council (NADDC);
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the company.
o. Company must have at least Five (5) years’ experience on similar Business and can be able to fulfill delivery within agreed period of time.
4. COLLECTION OF TENDER DOCUMENTS
Tender documents are to be collected from office of the Head of Procurement Unit, Old Admin Building, office No.7 Abubakar Tafawa Balewa University Teaching Hospital Bauchi from Monday 24th August, 2026 between the 8:00am and 4:00pm daily upon presentation of a non-refundable tender fee payment of N10, 000.00 into Hospital’s Remita Account.
5. SUBMISSION OF TENDER DOCUMENTS
The prospective bidders are to submit bid for the Project in 3 hard Copies for each of the Technical and Financial bids in separate package in sealed envelope clearly marked as either “Financial or Technical” tender as appropriate and put in a single (bigger) envelope neatly marked as “Technical” and “Financial” bid at the Top left hand corner of each envelope addressed to the Chief Medical Director, Abubakar Tafawa Balewa University Teaching Hospital, Hospital Road, off Yandoka street, Bauchi PMB 0117, Bauchi, Bauchi State with their company name and contact numbers written boldly on it and dropped in the tamper proof tender box located at the Board Room, New Administrative building, of Abubakar Tafawa Balewa University Teaching Hospital, Bauchi. 6. OPENING OF BIDS
All bids will be opened immediately after the deadline for submission 12:00pm on Tuesday 8th September, 2026 at the Board Room, New Administrative building, of Abubakar Tafawa Balewa University Teaching Hospital, Bauchi. Please, ensure that you sign the Bid Submission Register in the Procurement Desk, as the ATBUTH will not be held liable for misplaced or wrongly submitted Tender documents
7. GENERAL INFORMATION
a. Only Technically qualified bidders will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned unopened.
b. Tender documents must be in English Language and signed by an official authorized by the bidder.
c. Tender documents submitted after the deadline for submission would returned un-opened;
d. All costs will be borne by the bidders
e. Bidders can submit through Post (Courier Service) but the Hospital would not be liable to delivery at wrong address;
f. Note that Due Diligence will be carried out on all the claims made;
g. The Abubakar Tafawa Balewa University Teaching Hospital Bauchi in accordance with Section 28 of the Public Procurement Act 2007 is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities
