INVITATION FOR PRE-QUALIFICATION/TENDER FOR PROJECTS EXECUTION
The Jigawa State Government, through the Ministry of Power and Energy, invites interested, competent, and reputable Electrical/ Building Contractors, Suppliers, and Companies to submit applications for Pre-qualification and Tender for the execution of the following projects under the State’s sustainable power initiative.
The projects are grouped into the following categories:
1. Constructions/Renovations of Energy Infrastructure (Grid and Transmission Lines)
Lot 1. Solarization of Government House Phase II,
2. Energy Research and development
Lot 1. Deployment of CNG conversion Workshop, Training Center, and Dispensing Gas Station at Dutse (Upgrade)
Lot 2. Deployment and Equipment of CNG Conversion Workshop, Training Center, and Dispensing Gas Station at Hadejia (Upgrade)
3. Electrification/Solarizations of Government Institutions/ MDAs
Lot 1. Procurement and Installation of transformers and Sub-station at Jigawa GDSSS Gumel, Ringim, Kazaure and Hadejia.
Lot 2. Supply and Installation of Solar Power Electrification at JTV Sub-Stations Hadejia and Kazaure
Lot 3. Supply and Installation of Solar Power Electrification for Juma’at Mosque across the State
4. Provision Of Street Lights In Urban Centers
Supply and Instillation of Solar Streetligths at Fagam, Sankara, Aujara/Harbo, Bulangu, Gadon Sarki Hadejla, Gumel, Ringim and Dutse,
5. Converting of existing conventional Streetlights installation to Integrated Stand-alone Solar powered Street Light
- LOT 1: Birnin Kudu, Buji and Birniwa
- LOT 2: Jahun, Miga, Gwaram and Kirikassama
- LOT 3: Malammadori, Guri, Kaugama and Babura
- LOT 4: Maigatari, Sule-tankarkar, Garki, Gwiwa and Yankwashi
Interested companies should obtain the Pre-qualification Documents from the Office of the Director Planning, Research & Statistics, Ministry of Power and Energy, Block B, New Secretariat Complex, Dutse, Jigawa State, upon payment of a non-refundable tender fee depending on the contract category, payable into the Jigawa State Government Revenue account (details to be provided at the Ministry).
MANDATORY REQUIREMENTS
Interested bidders must possess the requisite experience and capacity and are required to submit verifiable evidence for the following documents:
1. Certificate of Incorporation with Corporate Affairs Commission,
2. Certified true copy of memorandum and Article of Association.
3. Evidence of Registration with Jigawa State Works Registration Board.
4. Registration with Jigawa State Ministry of Commerce (Business Premises)
5. Tax Clearance for the last three (3) years.
6. Audited account for the last one (1) year.
7. VAT Registration certificate and evidence of remittance.
8. Evidence of financial capability and Banking support.
9. Company average annual Turnover of not less than N250 Million.
10. Evidence of similar project executed (letter of award and completion certificate) at least three (3) in the last five (5) years.
11. Company’s profile includes names of key professional staff registered with relevant professional bodies.
12. That the company has fulfilled all obligations to pay taxes, pensions and social security contributions.
13. An affidavit certification as follows:-
i. That the document submitted for the pre-qualification exercise are not only genuine but correct
ii. That none of the directors of the company has been convicted by any court of law
iii. That the company is not bankrupt
iv. That none of the officers of Jigawa State Government is a present director of the company
v. Any other relevant information that will help in determining the company’s suitability for the work.
Pre-qualification and financial bids shall be submitted in two different sealed envelopes and labeled “Pre-qualification bid” and “Financial bid” respectively with the company’s name indicated at the back of each envelope. Both envelopes should be placed in a sealed third envelope addressed and delivered to the office of the Director Planning, Research & Statistics, Jigawa State Ministry of Power and Energy and not later than Wednesday 28th October 2026 by 12PM.
All documents for submission must be transmitted with a forwarding letter dully signed by company representative under the company’s Letter Headed Paper bearing the CAC Registration number (RC), Contact address, Telephone number (Preferably GSM number) and e-mail address.
The Financial bid should contain bid security of not less than 2% of the quoted bid
The bid validity period should be ninety (90) days from the deadline of the bid submission date. Only technical bids shall be opened immediately after the deadline of the bid submission date.
GENERAL INFORMATION
1. Bids submitted after the deadline for submission will be returned un-opened.
2. Only the financial bids of successful pre-qualified bidders will be opened, while those for the un-successful bidders will be returned un-opened.
3. This advert shall not be construed as commitment on the part of the Jigawa State Ministry of Power and Energy, nor shall it entail a company to make any claim(s) whatsoever and/or to seek any indemnity from the Jigawa State Ministry of Power and Energy by virtue of such company having responded to this advertisement.
4. All costs will be borne by the bidders as the Jigawa State Ministry of Power and Energy will not be held responsible for any cost or expenses incurred by any interested party (i.e) in connection with any response to this invitation.
5. The Jigawa State Ministry of Power and Energy reserves the right to annul the procurement process at any time without incurring any liabilities.
6. Alternative bid will not be accepted
7. Bidders with the same subsidiary relationship are not allowed to participate in the same lot.
