INVITATION TO TENDER/REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR 2019 CAPITAL, CONSTITUENCY/ZONAL INTERVENTION PROJECTS OF THE INSTITUTE
The NATIONAL INSTITUTE FOR CULTURAL ORIENTATION (NICO) in compliance with Public Procurement Act, 2007, invites interested competent and reputable contractors and consulting firms to make submissions for the execution of the following projects/programmes.

3.0 ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC 2 and CAC 7:
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2016, 2017 and 2010), valid till 31 December, 2019 with minimum average turnover of three Million Naira (N3,000,000);
( c) Evidence of Current Pension Compliance Certificate valid till 31 December, 2019;
( d) Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2019;
( e) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31December, 2019;
( f) Evidence of Registration on the National Database of Federal Contractors, (Consultants and Service providers by submission.
( g) Company’s Profile with the Curriculum Vitae of Key staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc):
( h) For Training/Sensitization Programmes: Evidence of Firm’s Registration with the Centre for Management Development (CMD)
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank indicating its willingness to provide credit facility for the execution of the project when needed;
(j) In the case of Construction, list of Plants/Equipment with proof of Ownership Lease (where applicable);
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation Certificates, Certificate of job completion and Photographs of the projects;
(l) Company’s Audited Account (unabridged) for the last three (3) years (2016, 2017and 2018);
(m) A sworn affidavit;
• Disclosing whether or not any officer of the relevant committees of National Institute for Cultural Orientation (NICO) or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that the information presented in such Expression of Interest is true and correct in all particulars.
• Not have any director who has been convicted in any country for any financial offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
• Not be in receivership, foe subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
• All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/ Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect tender documents at the Institute’s Headquarters at No. 13 Kigoma Street, Wuse Zone 7. Abuja, Procurement Unit, 2nd floor upon presentation of evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10, 000.00) paid into NICO’s remita account no. 0020163961025. The document will be ready for collection from 29 July, 2019. Firms Interested in Consultancy Services will not pay at this stage until after shortlisting.
5.0 SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
The completed Technical and Financial bids are to be submitted in TWO (2) COPIES EACH WHICH WILL INCLUDE ONE (1) ORIGINAL AND ONE (1) COPY. The document should be in TWO (2) SEPARATE SEALED ENVELOPES clearly marked TECHNICAL BID’ and ‘FINANCIAL BID’ and both sealed in a third (bigger) envelope marked with the APPROPRIATE PROJECT TITLE and LOT NUMBER at the top right hand corner and addressed to the Executive Secretary, National Institute for Cultural Orientation (NICO), No. 23 Kigoma Street, Wuse Zone 7, Abuja.
The sealed envelope should be deposited in the Tender Box, 2nd floor, Procurement Unit National Institute for Cultural Orientation (NICO) not later than 12:00 noon on Monday, 9, September 2019.
6.0 SUBMISSION OF EOI
Interested firms ( for Consultancy Services) are to submit two (2) bound of Expression of Interest (EOI) documents which will include one original and one copy (separated by dividers and arranged ad indicated above. The documents should be submitted in a sealed envelope and addressed to Executive Secretary, National Institute for Cultural Orientation (NICO), No 23, Kigoma Street, Wuse Zone 7, Abuja and clearly marked with (the name of the project and the lot number). Furthermore, the reserve of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box, 2nd Floor Procurement Unit, National Institute for Cultural Orientation (NICO) not later than 12.00 noon on Monday 12, August, 2019.
7.0 OPENING OF BIDS/EOI
(a) For Consultancy, EOI will be opened immediately after the deadline for submission at 12.00 noon on Monday 12, August 2019. Only shortlisted consultants will be invited for collection of Request for Proposals at a later date.
(b) Technical Bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 9 September, 2019.
8.0 OTHER INFORMATION
(A) Submission that does not meet up with the requirements specified above shall be rejected:

( C) Bidders are not allowed to bid/express interest for more than two (2) lots.
( A) This announcement is published for information purposes only and does not constitute an offer by the Board to transact with any party for the project, nor does it constitute a commitment or obligation on the part of the Board to procure concession services.
( B) The Board will not be responsible for any costs or expenses incurred by any interested party (ies) in connection with any response to this invitation and or the preparation or submission in response to an enquiry.
( C) The Board is not bound to shortlist any bidder and reserve the right to annul the selection process at any time without incurring any liability and assigning any reason thereof.
