INVITATION FOR PRE-QUALIFICATION
1.0 The Oyo State Government of the Federal Republic of Nigeria represented by the Ministry of Public Works and Transport intends to carry out the thermoplastic road markings, signage, traffic and streetlight on the underlisted roads and on which interested contractors are hereby invite to prequalify and bid for the works.
(1) Mokola – Sango – UI Junction
(2) Mokola- Queen Cinema – Dugbe
(3) Ayefele – Tollgate Interchange
(4) J-Allen – Oke Ado – Molete Road
(5) Agbarigo – Sabo – Adamasingbe
(6) Mokola – Agodi gate Road
(7) Dandaru – Secretariat Roundabout
( 8) UI-Secretariat Road
(9) Secretariat – Total Garden Road
(10) Secretariat-Agodi Gate Road
(11) NTA Junction – Government House
(12) Challenge – Ring Road Junction
2.0 BID REQUIREMENT
Interested contractors are to submit the following documents;
2a. MANDATORY DOCUMENTS
• Certificate of company registration with the Corporate Affair Commission (CAC)
• FIRS Current Tax Clearance Certificate of Limited company for the last three (3) consecutive years (2019, 2018 & 2017
• Oyo State BIR Current Personal Income Tax clearance certificate of two (2) Directors of the company for the last three (3) consecutive years (2019,2018, 2017)
• Current Certificate of registration with Oyo State Bureau of Public Procurement (BPP) in category E
• Evidence of registration of Business premises with the Ministry of Trade and Investment, Oyo State for current year.
• Evidence of financial capability/reference fetter from a reputable bank
• Sworn Affidavit disclosing
(a) Whether or not any officer of the relevant committer of the Procurement Entity Bureau is a former or present Director, Shareholder or has financial interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(b) That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings nor the subject of any form of winding up petition or proceedings.
( c) That none or any of the directors have been convicted in any country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of fads relating to any matter
• Letter of consent to allow for verification of all the documents submitted
• Evidence of payment of non-refundable prequalification fee of N100, 000.00 in Oyo State Government account, Revenue Code 4040024
2b. TECHNICAL DOCUMENTS
(i) Verification evidence/list of previous /similar major/projects executed with letters of commission and certificate of practical completion
(ii) Company profile and organization structure, including names and resume of key personnel with address and phone numbers.
(iii) Evidence of registration of company key personnel with relevant professional bodies
(iv) Evidence of current practice license with relevant professional regulatory bodies (COREN, QSRBN, ARCON, CORBON etc)
3.0 SUBMISSION
(i) Prequalification documents may be obtained by hand at the office of the Director of Highways, Oyo State Ministry of Works and Transport; Secretariat, Agodi, Ibadan
(ii) All prequalification documents should be arranged and bounded as listed above.
(iii) Two (2) sets of bounded prequalification documents should be enclosed in separate envelopes with Original and duplicate imprinted on each project title written on the top right corner of the envelope
(iv) The two (2), envelopes should be enclosed in a bigger envelope with the project title written on the top right comer of the envelope
(v) The bounded prequalification documents should be addressed to:

State Tenders Board,
Cabinet Department
Office of the Executive Governor
Oyo State Secretariat; Ibadan
And submitted between the working hours of 8:00am and 4:00pm
(vi) This prequalification exercise shall remain open for a period of ten (10) working days from the date of this advertisement. (3rd May 2020)
(vii) The prequalification documents shall be opened immediately at the expiration of the prequalification period at the office of the Secretary. State Tenders Board
( viii) Interested bidders are invited to attend
(ix) All late submission shall be rejected and disqualified from participation in the prequalification opening process.
