A. INVITATION FOR PRE-QUALIFICATION
The Government of Oyo State through the State Universal Basic Education Board intends to embark on the construction of a Model School in the State.
In view of the foregoing, invitation for pre-qualification is hereby requested from reputable and qualified contractors for the construction of a Model School, Analysis on the project is as stated below: 2019 FGN-UBEC/OYOSUBEB Intervention Project

2. CONDITION FOR ELIGIBILITY
a. Prospective Bidders.are to submit their respective pre-qualification documents to the Office of the Executive Secretary, Oyo State Universal Basic Education Board. Agodi-GRA, Ibadan.
b. Pre-qualification documents arranged in the order below, are to be submitted as in(a) above:
i. Evidence of Company’s Certificate of registration with Corporate Affairs Commission (CAC)
ii. Evidence of Company’s registration with Federal Inland Revenue Services, (FIRS)
iii. FIRS Tax Clearance Certificate of the company (Limited Liability Company) for the last three (3) years (2017, 2018 and 2019) valid to 31″ December, 2019
iv. Tax Clearance Certificate of at least 2 Directors (Limited Liability Company) or the Proprietor/Partner (Enterprise)for the last three (3) years
v. Evidence of company’s registration with Oyo State Bureau of Public Procurement in Category E
vi. Evidence of registration of Business Premises with Oyo State Government
vii. Evidence of verifiable list of previous/similar project executed with letters of commission and certificate of practical completion
viii. Evidence of financial capability/reference letter from reputable commercial bank
ix. A sworn affidavit disclosing:
(a) whether or not any officer of the relevant committees of procurement entity or Bureau is a former or present Director, Shareholder or has financial interest in the bidder and confirm that information presented in its bid are true and correct in all particulars
(b) that the company is not in receivership of any form of insolvency, bankruptcy proceedings nor the subject of any winding up petition for proceedings
(c) that none or any of the directors of the company has been convicted in any countries for financial crimes relating to fraud or financial impropriety of falsification facts relating to any matter.
x. Letter of consent to allow for verification of all the documents submitted
xi. Evidence of payment of non-refundable pre-qualification foe of Ten Thousand Naira (N10.000.00)only
xii. Evidence of current practice license of at least two Q)members of staff from relevant different professional regulatory bodies (COREN, QSRBN, ARCON, CORBON, NIQS, etc.)
xiii. Company profile and organization structure including names and resume of key personnel with address and phone numbers.
3. PRE-QUALIFICATION MODALITIES
i. Bidders should note that failure to include any of the above-required pre-qualification documents renders the technical bid invalid for further consideration
ii. Pre-qualification forms should be paid into WEMA Bank OYSG. Account No. 0121754507, Code No. 4040059, Economic Code No. 12020606
iii. Contractors with non performing contracts should not apply
4. SUBMISSION
Two (2) sets of all valid applications containing the above listed requirements should be enclosed in 12″ X 16″ sealed envelopes addressed to the Executive Chairman, Oyo State Universal Basic Education Board, Agodi, Ibadan with the Title of the proposed project and LOT NO. written at the far left corner of the envelope should be submitted between the office working hours of 8:00 am and 4:00 pm from the date of this advertisement. Contractor identity should not reflect on the envelopes.
5. The submission of pre-qualification documents shall remain open for ten (10) working days commencing from the date of this advertisement
6. OPENING OF TECHNICAL BIDS
Technical bid will be opened in the presence of all prospective bidders on Thursday, 6th August, 2020 at 12.00 noon in the premises of Oyo State Universal Basic Education Board, Agodi, lbadan.
B. INVITATION TO TENDER
The Oyo State Universal Basic Education Board (OYO SUBEB) intends to apply the 2019 FGN-UBEC/OYOSUBEB Intervention Funds for the following facilities to be provided in various Public Primary and Junior Secondary Schools across the State. Applications are therefore invited from competent companies to bid for the various works.

4 BID SUBMISSION.
All valid tenders should be submitted in 12″ X 16″ sealed envelope addressed to the Executive Chairman. Oyo State Universal Basic Education Board, Agodi, Ibadan with the LOT tendering for written on the right hand side of the envelope.
BID OPENING
Bid shall be opened publicly at the expiration of the Tender period on Thursday, 3rd September, 2020 at 12 noon at the premises of Oyo State Universal Basic Education Board, Agodi, Ibadan. Bidders are advised to send representatives to the bidding exercise.
