RE-ADVERTISEMENT OF OPEN LAND SPACE AT ABA-OWERRI ROAD, ABA-ABIA STATE 5,346,802M2
The Ebonyi State Government during an enlarged Stakeholders/Public participation meeting on 29 day of October, 2021, secured approval from Ebonyi Stakeholders and NGOs etc to dispose the underlisted fixed Assets of Ebonyi State Government in line with section 62 of Ebonyi State Government Public Procurement and Related Matters Law, 2020 and Section 23 of Ebonyi State Public Private Partnership Law, 2021.
The said asset is:

In tandem with the extant laws, the Ebonyi State House of Assembly on the 9th Day November, 2021 granted approved for the same exercise/arrangement and Ebonyi State Executive Council on 30th November, 2021 approved Open Competitive bidding processes for the lease of the above stated fixed asset to be carried out by Public Procurement, adopting the Public Private Partnership Method.
Ebonyi State Government as a people friendly/oriented Government, for the avoidance of doubt, gave (7) seven days for those who have valid objections to approach Ebonyi State House of Assembly to either cancel the approval given or set aside the public private partnership law of the State and other laws of the State dealing on this matter Consequently upon this, the general public is hereby invited to bid for the open land space located at Aba-Owerri Road, Aba- Abia State, measuring 5,346,802m2.
Interested members of the Public, Companies, and Corporate Organization are given between 11th of October, 2022 to 9th of November, 2022 to forward to the Bureau on Public Procurement, Cabinet Office, Abakaliki or come with the sealed bids on 10 November, 2022, during bid opening.
ELIGIBILITY REQUIREMENTS:
- Lease term shall be for 50 years and 5 years Moratorium for Construction, subject to the investors abiding by all existing State Government rules as contained in the tenancy Agreement.
- The Company shall pay initial deposit of N 100,000,000.00 (One Hundred Million Naira only.
- The Company shall pay 10% of Net profit every year.
- The Company shall employ one Director to represent State Government.
NOTE THE FOLLOWING:
(i) The lease of the property/facility was first advertised in two National Newspapers, Sun Newspaper, Daily Trust and One Local Tabloid on 9 December, 2021 and 19 December, 2021 respectively.
(ii) The open land space was also re-advertised again on 21st June 2022 using local tabloid.
(iii) The lease of open land space shall be by Open Competitive Bidding method.
(iv) The lease of open space land at Aba-Owerri Road, Aba- Abia State shall be based on the most responsive evaluated bid.
(v) The mode of alienation is by Public Private Partnership (PPP).
(vi) All those bidding documents should be in a sealed envelope and submitted to the Office of the Executive Secretary, State Bureau on Public Procurement Cabinet Office, Abakaliki.
(vii) Bids shall be opened on 10 November, 2022 by 11am at International Conference Centre (ICC) Abakaliki.
