Niger Delta University, Bayelsa State- Invitation To Tender For Year 2018-2019-2020 (Merged) Tertiary Education Trust Fund Entrepreneurship Intervention

DEADLINE: 9TH AUGUST, 2022 NIGER DELTA UNIVERSITY WILBERFORCE ISLAND, BAYELSA STATE INVITATION TO TENDER FOR YEAR 2018-2019-2020 (MERGED) TERTIARY EDUCATION TRUST FUND ENTREPRENEURSHIP INTERVENTION

(1) INTRODUCTION (1.1) The Niger Delta University, Wilberforce Island was established by Law in 2000, with the Vision to be a Centre of Excellence defined by well-articulated programmes that will produce creative and innovative minds and with the Mission to thrive to maintain an international reputation for high-quality scholarship, research and academic excellence for the promotion of the socio-cultural and economic wellbeing of mankind.

(1.2) Competent and reputable contractors are hereby invited to submit bids for the procurement, installation, testing and commissioning of equipment for the entrepreneurship centre funded by the years 2018-2019- 2020 (merged) Tertiary Education Trust Fund Entrepreneurship Intervention.

(2) SCOPE OF SERVICE The scope of Service consists of the following:

(A) Procurement, Installation, Testing and Commissioning of Equipment:

(A) Sachet Water Machine

(B) Reversed Osmosis

(C) Stainless Pumping Machine

(D) G.P. Tank 3000ltrs

(E) Construction of tank stand

(F) Automated Coding Machine

(G) Ozone Machine

(H) RO Membrane

(I) Pair of Stainless Treatment Cylinder.

(3) ELIGIBILITY REQUIREMENTS All intending bidders should submit the following documents: (a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1,1 or CAC2 and CAC7;

(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022; with minimum average annual turnover of N30 million;

(c) Evidence of Pension Clearance Certificate valid till 31 st December, 2022 {this requirement is only applicable to bidders whose number of staff is 15 and above);

(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 st December, 2022;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 /12/2022 or valid Certificate issued by BPP.

(g) Sworn Affidavit:

disclosing whether or not any officer of the relevant committees of the Niger Delta University, Wilberforce Island or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in ail particulars; that no Director has been convicted In any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification offsets relating to any matter; that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings; That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;

(h) Company’s Audited Accounts for the last three (3) years -2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);

(I) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the fast five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(l) For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);

(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR& Sworn Affidavit are compulsory for each JV partner)

(n) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(4) COLLECTION OF TENDER DOCUMENTS Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement Office upon evidence of payment of a non-refundable tender fee (bank draft) of N10,000.00 (Ten Thousand Naira) at the Bursary Department of the University, The drafts should be made payable to the Niger Delta University, Wilberforce Island.

(5) SUBMISSION OF TECHNICAL AND FINANCIAL DOCUMENTS Prospective bidders are to submit bid two (2) hard copies of each of the TECHNICAL AND FINANCIAL in sealed envelopes and dearly marked as TECHNICALAND FINANCIAL”, with the Name, Telephone Number, Mailing Address of the bidding entity and addressed to; THE REGISTRAR, NIGER DELTA UNIVERSITY, WILBERFORCE ISLAND, BAYELSA STATE.

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder boldly written at the centre and delivered to the address indicated above not later than 12:00 noon Tuesday, 9 August, 2022 . Late submission shall be returned un-opened.

(6) OPENINGOF TECHNICAL BIDS Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon Tuesday, 9 August, 2022, in the Vice- Chancellor’s Conference Room, Niger Delta University, Please, ensure that you sign the Bid Submission Register in the Registrar’s Office, as the University will not be held liable for misplaced or wrongly submitted bids. (7) GENERAL INFORMATION (a) The University shall verify any of all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;

(b) Bidders who have worked for the University and have a history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply;

(c) All submission pages must be duly initialed by the company;

(d) Non-compliance to (he instructions wilt lead to disqualification;

(e) Submission must be made only in English Language and signed by an official authorised by the bidder;

(f) This invitation shall not be construed to be commitment on the part of the University nor shall it entitle any Company to make any claims whatever and seek indemnity from the University, by virtue of having responded to this advertisement;

(g) Attendees at the bid openings shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening in the presence of observers will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online;

(h) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(I) The Niger Delta University is not bound to pre-quality any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
