REQUEST FOR EXPRESSION OF INTEREST
M&E BASELINE STUDIES FOR AGULU-NANKA-OKO EROSION SITES
ISSUE DATE: MONDAY JANUARY 6, 2020
This Request for Expression of Interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of April 27, 2012 and in Nigerian newspaper of September 27 2012.
As part of Government’s commitment to transformation of the Nigerian socio-economy landscape, a multi- sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi sectoral and multi-scale program that targets states with acute gully erosion. The project is involving many Federal and State Ministries, Departments and Agencies (MDA), Local Governments, Communities and Civil Societies who are responsible for Planning, economy, finance, works, agriculture, water resources, forests, transport, power, emergency response as well as those focused on climate and hydrological Information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500million from the International Development Association (IDA) for the implementation of Nigeria Erosion and Watershed Management Project.
Anambra State, a participating State in the implementation of the project intends to use part of the proceeds of the credit for the Monitoring and Evaluation (M&E) Baseline Studies for the massive Agulu-Nanka-Oko Erosion Sites.
OBJECTIVE OF THE CONSULTING SERVICE
Anambra State Nigeria Erosion and watershed Management Project, the implementing agency, has responsibility of providing “Damage Control” to the expansion of aggressive gullies across the State, thereby reducing loss to property and critical infrastructure and helping cultivate community ownership, influencing the gully intervention to support integrated watershed management and move towards adoption of sustainable land and water management practices. Therefore, the purpose of this consultancy services is to select a qualified firm to carry out Monitoring and & Evaluation Baseline Studies for Agulu-Nanka-Oko erosion sites, which constitutes serious threat to the safety of lives of the people within the catchment.
The baseline study will inventory observed causes of the gully erosion in the target communities of Agulu, Nanka, Oko and vicinity, identify basic initial conditions of the project area (generate accurate baseline data) to provide benchmarks to support measurement of the progress and achievements of the interventions objectives.
The specific objectives of the Baseline studies for the M&E processes are:
• To inventory the observed causes of the gully erosion in the catchment communities of Agulu, Nanka, Oko and surrounding areas.
• To provide evidence-based benchmark indicators against which the success/failure of the Intervention will be measured.
• To generate accurate baseline data before the commencement of rehabilitation for future reference.
• To ensure project targets are met in the course of the rehabilitation
• To ensure all modules of project execution will sufficiently address the baseline condition of the project area
SCOPE OF THE CONSULTING SERVICE
A study is needed to conduct a socio-economic and biophysical survey for the M&E systems of NEWMAP covering areas of intervention – upper, middle and lower watersheds in Agulu, Nanka and Oko in Anaocha and Orumba North LGAs respectively.
The identified gully systems indicated above also have developing gullies within and around them, to be covered under this assignment. This is important to ensure that all sections of the affected population are covered.
In this assignment, the consultant shall produce a documentary (video) that would capture the baseline and extent of the devastation caused by the erosion from the incipient to the spectacular gully fingers found in the Agulu-Nanka-Oko system of gullies, where the project is situated.
TASK OF THE CONSULTING FIRM

• The consultant shall produce a documentary capturing the baseline and extent of the devastation caused by the erosion around Agulu-Nanka-Oko system of gullies
• The consultant shall produce detailed drone sections of all parts of the gully capturing the general morphology of the gully in all areas. Appropriately landmarked and geo referenced baseline (pre-intervention pictures and videos are very important deliverables in this assignment
