REQUEST FOR EXPRESSION OF INTEREST
FOR PREPARATION OF LIVELIHOOD NEEDS ASSESSMENT FOR AGULU-NANKA-OKO
EROSION SITES
ISSUE DATE: JANUARY 6, 2020

This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue on 27th April 2012 and in Nigerian
Newspapers of 27th September 2012.

As part of Government’s commitment to transformation of the Nigerian socio-economy landscape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectored and multi-scale program that targets states with acute gully erosion. The project is involving many Federal and State Ministries, Departments and Agencies (MDAS), Local Governments, communities and Civil Societies who are responsible for Planning, economy, finance, works, agriculture, water resources, forests, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) for the implementation of Nigeria Erosion and Watershed Management Project.

Anambra State who is participating in the implementation of the project intends to use part of
The proceeds of the credit for the preparation of Livelihood Needs Assessment, (LNA).

OBJECTIVE OF THE CONSULTING SERVICE:
The objective of this assignment is to identify livelihoods options available in Agulu-Nanka-Oko communities to facilitate the planning of intervention activities that will improve the socio economic status of the members of the communities.

The concept aims to build a comprehensive picture of how people live. Livelihood approaches provide ways for people in communities as well as their external supporters to share understanding and development approaches to get out of poverty that are adapted to local social and natural conditions and to make beneficial changes now and for future generations.

Emphasis on people most in need of livelihood support
Care will be taken to ensure that the community members identify beneficiaries most in need of livelihood support. Livelihood support is NOT an entitlement and therefore only targeted at individuals and groups that are dispassionately identified to be truly Financially Handicapped, Widows/Widowers, Orphans, Landless, Disabled, Female-headed households etc. As appropriate, cooperatives may be set up to assist with marketing, storage, group procurement of inputs, etc. While production and marketing cooperatives can be set up with project support, training could also include the individual entrepreneur, small family businesses and local partnerships.

Communities will be alerted to the risk of “elite-capture” or allowing local elites or outsiders to usurp community members’ positions in livelihood improvement activities. Credible individuals within the community will be appointed to monitor and verify that the investments and training go to those who most need it, backed up by processes developed by the community liaison and support professional. A balance must be achieved between assisting people in need and including the necessary leadership and technical competence for the activity to be successful.

Every effort must be made to avoid politicizing livelihood activities. Communities will be sensitized to the risk of capture by politicians for electoral advantage.

SCOPE OF WORK/SPECIFIC TASK OF THE ASSIGNMENT:
