Project Scope
The contract will cover the evaluation of the Spotlight Initiative project in Adamawa and Sokoto states to assess the progress made towards achieving project goal and impacts based on the project design and strategy (Relevance, Effectiveness, Impact, Sustainability, and Efficiency) to better inform future programming and identify potential gaps and area-specific opportunities/focus for programme planning and improvement.The Consultant will use both quantitative and qualitative methods to ascertain the impact of the project. It will also assess what factors enhanced and/or limited achievement of project targets as well as documentation of the results achieved and lessons learned for future programming. An external evaluation will provide a view of the project that is considered more objective by the intended users.Priority will be given to proposals that demonstrate strong technical capacities and experience in participatory evaluation and research methodologies in a development context and proven accomplishment in undertaking evaluations, including leading assessments and evaluations preferably in Northern Nigeria.
