KWARA STATE INTERNAL REVENUE SERVICE (KW-IRS)
INVITATION TO TENDER FOR CONSTRUCTION OF HEAD OFFICE COMPLEX FOR KWARA STATE INTERNAL REVENUE SERVICE (KW-IRS)
(1) INTRODUCTION
The Kwara State Internal Revenue Service (KW-IRS) is desirous of constructing a befitting Head Office Complex (Revenue House) which will accommodate all staff of the Service aside from Tax Offices in the State Capital
(2) SCOPE OF WORK
The works include Construction of the following facilities;
(i) Main Building
(ii) External Works
(3) ELIGIBILITY REQUIREMENTS
Interested and competent Companies wishing to tender for the project are requested to submit their companies’ profiles which shall include the following:
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC)
(ii) Evidence of Companies Income Tax Clearance Certificate for the last three (3) years (2019, 2020 and 2021).
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2021.
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021.
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021.
(vi) Evidence of Registration with Kwara State Public Procurement Agency.
(vii) Company Audited Accounts for the last three (3) years (2019, 2020 and 2021).
(viii) Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial Bank in Nigeria.
(ix) Company’s profile with Curriculum Vitae of key staff including their Academic and professional qualifications.
(x) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificate, Job Completion Certificates, etc.
(xi) List of plants/equipment with proof of Ownership/Lease.
(1) COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SDB) from the office of Executive Chairman, Kwara State Internal Revenue Service (KW-IRS), 27, Ahmadu Bello Way, G.R. A, Ilorin on presentation of evidence of payment of a non- refundable tender fee of N750, 000.00, payable to the Kwara State Public Procurement Agency through the State IGR account in any reputable commercial bank.
(2) SUBMISSION OF TENDER DOCUMENTS
Completed bidding documents consisting of technical and financial bids should be in separate sealed envelopes and marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger scaled envelope and addressed to; Executive Chairman, Kwara State Internal Revenue Service (KW- IRS), 27, Ahmadu Bello Way, G.R.A, Ilorin indicating the contract name.
Bids are to be dropped in the tender box in the office of the Executive Chairman, Kwara State Internal Revenue Service not later that 12:00noon of 16 December, 2022.
(3) OPENING OF TENDER DOCUMENT
Only the technical bids shall be opened immediately after the deadline for submission at 12:00noon of 16 December, 2022 at the Board room of the Kwara State Internal Revenue Service (KW-IRS), while the financial bids shall be kept un-opened. Only pre-qualified bidders at technical evaluation would be invited at a later date for financial bid opening, while the financial bids of unsuccessful bidders would be returned un-opened. Please, ensure that you sign the Bid Submission Register in the Office of the Executive Chairman, Kwara State Internal Revenue Service, Ilorin. Please note that the Service shall not be held liable for misplaced or wrongly submitted bids.

(4) GENERAL INFORMATION
(a) Tender must be in English Language and signed by an official authorized by tin company;
(b) Tender submitted after the deadline for submission would be returned un-opened;
(c) All costs will be borne by the Bidders;
(d) Bidders can submit through Post (Courier Services);
(e) The Kwara State Internal Revenue Service (5WJRS) is not bound to accept any bid and reserves the right to annul the Procurement Process at any time without incurring liabilities in accordance with section 38 of Kwara State Public Procurement Law, 2018, as amended.
