INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2025 TETFUND ANNUAL INTERVENTION PROJECTS
1.0 INTRODUCTION
The Abubakar Tatari Ali Polytechnic, Bauchi in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, the Polytechnic hereby invites Interested, competent and experienced Contractors/Firms with track record of prompt delivery of similar projects to participate for pre-qualification and tender exercise, therefore required to adhere to information as prerequisites for pre-qualification. The projects were allocated funds under the YEAR 2025 TETFUND ANNUAL INTERVENTION PROJECTS as follows:
2.0 SCOPE OF WORKS
- Lot 1: Rehabilitation of 20Nr Classrooms Block (One Suspended Floor) with Associated External Works
- Lot 2: Rehabilitation of Mass Communication Department Building with Associated External Works
- Lot 3: Rehabilitation and Equipping of 500 Capacity Single Lecture Theatre (One Suspended Floor) with Associated External Works
- Lot 4: Rehabilitation and Equipping of Twin Lecture Theatre Building (One Suspended Floor) with Associated External Works
- Lot 5: Rehabilitation and Equipping of Old Auditorium Building with Associated External Works
- Lot 6: Rehabilitation of Tourist Village (Students Demonstration Building-Block A and B) with Associated External Works
- Lot 7: Rehabilitation of Students Hostel Block with Associated External Works
- Lot 8: Procurement, Installation, Testing and Commissioning of Furniture for Students Hostel Block
3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
b. Evidence of company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025
c. Evidence of current Pension Compliance Certificate. (PENCOM) valid till 31st December, 2025
d. Company’s Audited Accounts for the last three (3) years; 2022 2023 and 2024
e. Evidence of current Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December, 2025;
f. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
g. Evidence of Registration on the National Database of Federal Contractors, Consultant and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by (BPP);
h. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Abubakar Tatari Ali Polytechnic, Bauchi or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
i. Evidence of financial capability to execute the project including Reference Letter from a reputable Commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company’s profile with Curriculum Vitae of Key Staff to be deployed to the project, including copies of their Academic/Professional qualifications i.e ARCON/COREN/ CORBON/QSRBN.
k. Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including letters of Awards Valuation Certificates, Job Completion Certificates and photograph of the projects;
l. List of Plant and Equipment with Proof of Ownership/Lease Agreement
m. Letter of Authorization from the Original Equipment Manufacturer
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Pa
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and Email Address. The Letter headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS
Interested firms are to collect the Standard Bidding Documents (SBD) from the Office of the Director of Physical Planning, Abubakar Tatari Ali Polytechnic, Bauchi State upon payment of a non-refundable fee of N10,000.00 (Ten Thousand Naira) through Remita in any Commercial Bank of their choice. Evidence of such payment is to be presented at the cash office, Bursary Department for official receipt which is to be presented at the point of collection of the SBD’S between 10:00am – 4pm, Mondays – Fridays, please.
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies of the Technical and Financial Bids (original and photocopy) packaged separately in sealed envelopes and clearly marked “Technical Bid and Financial Bid”. Thereafter, put the two sealed envelopes and addressed to: THE RECTOR, ABUBAKAR TATARI ALI POLYTECHNIC BAUCHI STATE and clearly marked with the name of the project. Each of the envelopes must have the full address of the bidder at the reverse side of the envelope where the project name was written.
Furthermore, the sealed and properly addressed envelope shall be dropped in the Tender Box situated in the Procurement Department not later than 12:00pm on Monday, 8th September, 2025
6. OPENING OF BID DOCUMENTS
The technical and financial bids will be opened immediately after the deadline for submission at the Polytechnic Administrative Boardroom by 12:00 noon on Monday, 8th September, 2025 in the presence of bidders or their representatives. Please ensure you signed the bid submission register as ATAP Polytechnic will not be held liable for misplaced or wrongly submitted bids.
7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the firm;
b. Bids submitted after the deadline for submission would be rejected and returned unopened;
c. Delivery by courier will not be accepted;
d. All cost incurred as a result of the bid invitation shall be borne by the bidders
e. The Polytechnic is not bound to consider any bidder for an award and reserves the right to cancel the bidding process and proceeding, without incurring liabilities to the bidders
f. The Polytechnic is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act, 2007.
g. The Polytechnic is not obliged to award the contract to the lowest bidder.
