This Addendum is to notify the public that bid opening for the below reference solicitation previously scheduled for 23rd September, 2025 at 12:00 Noon at Plot 23, Yusuf Datti Road, F-Lay Out, Minna, Niger State has been Postponed. The new date and time for the bid opening is Scheduled as follow:

Reason for Postponement:
The decision to Postpone has been made to provide all Bidders with sufficient time to review and in cooperate a necessary document containing clarification.
In response to numerous requests for clarification, to ensure a fair and transparent process by addressing significant number of enquiries received from bidders, which require a formal Addendum for response. 1. The Federal Government of Nigeria (FGN) (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit” toward the cost of Livestock Productivity and Resilience Support (L-PRES) Project and intends to apply part of the proceeds toward payments under the contract for Establishment of Solar Powered Automated Chicken Processing and Packaging Facility for Cluster of Poultry Processors in Niger State. Procurement process will be governed by the World Bank’s Procurement Regulations.

2. State Coordination Office (SCO), now invites sealed Bids from eligible Bidders for these activities:

Note: The project involves establishment of solar powered automated chicken processing and packing facility for cluster of poultry processors having a site preparation and earth work, construction of chicken processing and packaging facility housing unit, factory equipment, perimeter fence and gate house. Strict undertaking of Social and Environmental Safeguard measures. The work is expected to be completed within 12 months.

1. Bidding will be conducted through National Competitive procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing” November, 2020 – Fourth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
2. Interested eligible bidders may obtain further information from the State Project Coordination Office Niger State Livestock Productivity and Resilience Support (L-PRES) Project and inspect the bidding document during office hours 0900 to 1600 at the address given.
3. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred and Fifty Thousand Naira (NGN150,000.00) only. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given.

4. Bids must be delivered to the address below on or before 12:00noon on Tuesday 30th Sept, 2025. Electronic Bidding will NOT be permitted. Late Bids, will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on Tuesday 30th Sept, 2025 by 12:00noon.
5. All Bids must be accompanied by a “Bid-Security” in the amounts indicated in the table above.
6. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
